However, critics point out that this is an administrative convenience-oriented obsession with achievements that promises formal certificates while completely lacking concrete solutions, such as providing actual subsidies for small local entities struggling with severe workspace rents or severe shortages of full-time managers. Amid growing public demands to resolve regional care deficits and expand practical social infrastructures, the local government limits its response to temporary agency-outsourced classroom counts to stack bureaucratic records. The lack of practical developments—such as expanding baseline technical support or directly underwriting maintenance costs—plainly exposes the reality of its exhibition administration.

To overcome the limitations of such show-style seasonal classroom courses on policy, the city must move beyond simple registration counting races and instead establish a "Digital Community-Based Regional Care Resource Real-Time Linked System" in the jurisdiction that evaluates district-level welfare demands and marginalized population metrics to dynamically allocate neighborhood caretakers to ideal hubs. Furthermore, rather than relying solely on slogan-driven administrative screening advantages, the city should prioritize practical administrative support measures, such as internalizing a 'Full-time Community Activist Living Stipend' for field leaders and practically distributing facility renovation budgets to local hubs on-site, which will serve as the realistic turning point to substantially foster continuous gender-equal civic integration.
