[제주/CTN]가금현 기자= 제주특별자치도가 제주시 조천읍 교래리 사려니숲길 내 ‘물찻오름습지’를 도내 첫 습지보호지역으로 지정하기 위한 절차에 착수했다. 기존 람사르습지와는 별도로 제주도지사가 직접 지정하는 첫 사례다.
이번 지정 대상은 습지보호지역 8,489㎡와 습지주변관리지역 31만 6,058㎡를 포함한 총 32만 4,547㎡ 규모다.
제주도는 21일부터 6월 10일까지 20일간 행정예고를 실시해 도민과 이해관계자의 의견을 수렴한 뒤 최종 지정 고시에 나설 계획이다.
행정예고 기간 제출된 의견은 관계 법령과 지정 취지, 지역 여건 등을 종합 검토해 반영 여부를 결정한다.
물찻오름습지는 오름 분화구 내 형성된 희귀 산지습지로, 식물 187종과 동물 44종이 서식하는 생물다양성의 보고로 평가받는다. 자연 습지의 원형 역시 잘 보존된 상태다.
특히 멸종위기 야생생물인 매와 새호리기, 긴꼬리딱새의 주요 서식지로 확인되면서 생태적 보전 가치가 높은 지역으로 주목받아 왔다. 독특한 지형과 경관을 갖춘 만큼 체계적인 보호 필요성도 꾸준히 제기돼 왔다.
물찻오름은 지난 2008년부터 자연휴식년제가 적용돼 일반인 출입이 제한되고 있으며, 매년 사려니숲길 축제 기간에만 약 2주간 한시적으로 개방돼왔다.
이번 보호지역 지정은 기존 출입 제한과 별도로 습지 생태계의 체계적인 보전과 관리 기반을 마련하기 위한 조치다. 제주도는 향후 습지 보전 상태와 훼손 우려 등을 종합적으로 검토해 탐방 인원과 탐방 구간, 개방 시기 등을 단계적으로 조정하는 방안도 검토할 예정이다.
또한 ‘물찻오름습지 보전계획’을 수립하고 정기적인 모니터링을 통해 생태계 변화를 관리한다는 방침이다. 보전을 최우선 원칙으로 삼되 생태관광과 환경교육 등 지역사회와 연계한 활용 방안도 함께 추진할 계획이다.
임홍철 제주도 기후환경국장은 “이번 지정은 제주의 우수한 내륙습지를 미래세대에 온전히 물려주기 위한 출발점”이라며 “물찻오름습지가 지닌 독특한 생태적 가치를 보전하는 데 최선을 다하겠다”고 밝혔다.

The province also intends to establish a “Mulchat Oreum Wetland Conservation Plan” and conduct regular monitoring to manage ecosystem changes. While prioritizing preservation, it will also explore ways to coexist with local communities through eco-tourism and environmental education initiatives.
