During an administrative audit of the Seosan City Planning and Budget Office on the 10th, Seosan City Councilor Lee Kyung-hwa of the Democratic Party of Korea, representing Dongmun 1, Dongmun 2 and Suseok districts, closely examined the project¡¯s design process, cost estimates, safety reviews and procedures for collecting public opinion.
In particular, Councilor Lee raised concerns over the possibility that the project may have initially been planned below the KRW 50 billion threshold for mandatory feasibility reviews, and called for a thorough examination of the entire project.
¡á Tower Crane and Generator Room: ¡°Why Were These Not Reflected in the Initial Design?¡±
Councilor Lee first questioned whether site conditions requiring the installation of a tower crane had been sufficiently considered during the early planning stages.
The project involves excavation across the entire site, where surrounding parks, waterways and landscaped areas may restrict equipment access and installation.
Lee pointed out that such site conditions could have been anticipated from the beginning of the project and questioned whether the preliminary review had been sufficient.
The omission of a generator room from the original design was also raised.
It was confirmed that the generator room, which had not been included in the initial design, was added later through a design change during construction.
Lee questioned why the facility had been omitted during the initial design stage.
In response, the city administration stated that both the designer and the responsible department bore responsibility for the design change.
¡á Ground and Load Issues Already Identified: ¡°Why Were They Not Reflected in the Initial Design?¡±
The city administration explained that additional system support reinforcement was required to reduce the risk of collapse and safety accidents during concrete placement.
However, Councilor Lee pointed out that ground conditions and load-related issues at the site had already been repeatedly mentioned during the earlier feasibility study.
Lee argued that if the risks had already been identified, they should have been sufficiently reflected in the design stage rather than addressed through additional measures after construction had begun.
Lee also stated that the additional cost listed in the technical review document related to the design change did not match the actual amount, raising questions about the accuracy of the cost calculation itself.
¡á Design VE Service: ¡°Was the Economic and Technical Feasibility Properly Reviewed?¡±
The timing of the design Value Engineering (VE) service and whether its results were reflected in the actual design also became a key issue.
The city administration stated that VE had been conducted before the second Central Investment Review for Local Finance and that the relevant design documents had been submitted together.
However, according to documents reviewed by Councilor Lee, the commencement of the VE service was confirmed, but there was no clear evidence confirming its completion.
This raised questions over whether the economic efficiency and practical applicability of the original design had been properly reviewed.
Lee emphasized the need to verify when the VE service was completed and how its findings were reflected in the project.
¡á Total Project Cost to Rise from KRW 48 Billion to Approximately KRW 52 Billion
The biggest issue raised during the audit was the total project cost.
The city administration stated that the current total project cost stands at KRW 48 billion, with an additional increase of approximately KRW 4 billion expected due to future design changes and related matters.
Councilor Lee questioned whether the project had initially been planned just below the KRW 50 billion threshold for mandatory feasibility reviews, only to have the cost subsequently increased through repeated design changes.
Lee raised concerns over whether the initial cost had been set below the threshold to avoid the required feasibility review.
He also questioned whether construction costs were being increased through design changes for matters that may not have actually required them, raising concerns over possible cost inflation.
However, these concerns were raised as part of the administrative audit, and whether the project was actually planned to avoid a feasibility review requires further verification of the relevant documents and procedures.
¡á Survey Did Not Ask Whether the Facility Was Necessary
Councilor Lee also raised concerns about the public survey that served as the starting point for the project.
According to Lee, the survey asked for opinions on the size and form of the facility but did not include a fundamental question about whether the facility itself was necessary.
This raised concerns that the public consultation process may have focused on the details of the facility rather than allowing citizens to express their views on whether the project should proceed at all.
Lee emphasized that public consultation should not be merely a formal procedure and that large-scale projects require sufficient discussion with residents about the necessity of the project itself.
¡á Central Library Project Cited: ¡°Concerns Over Patchwork-Style Project Management¡±
Lee also referred to the reversal of Seosan City¡¯s Central Library project, pointing out problems in the planning and management of large-scale public projects.
The Central Library project was ultimately canceled after national government funds were returned. Lee noted that if the facility had been completed as originally scheduled in December 2024, citizens would already have been using it.
Lee expressed concern that the Yechon District Public Parking Project was also proceeding by addressing issues raised during the previous ninth council through piecemeal measures, while concerns over public consultation and administrative and legal procedures remained.
He emphasized that repeated problems and controversies could undermine public trust in the administration.
¡á Councilor Lee: ¡°The Project Must Be Completed Safely and Properly for Citizens¡±
Councilor Lee made clear that he was not opposed to the Yechon District Public Parking Project itself.
With construction progress now exceeding 60 percent, Lee stated that the facility should be completed safely and properly in line with its original purpose, as it is intended to improve citizens¡¯ convenience and welfare.
Lee said:If the project cost continues to increase, the project may differ from the original purpose for which it was planned and reviewed. Each design change must be carefully examined and managed to prevent excessive increases in the project cost.¡±
He added:¡°If the project cost was deliberately set to avoid a feasibility review, that would fundamentally undermine the purpose of the system. The causes of the cost increases must be transparently disclosed, and if necessary, a verification process equivalent to a re-review should be conducted.¡±
Lee also called for the responsibilities related to design changes to be clearly identified, unnecessary cost increases to be prevented, and the facility to be completed safely for citizens.
Finally, Councilor Lee urged Seosan City to ensure that similar problems do not recur in other large-scale projects by thoroughly reviewing designs, project costs, site conditions and safety from the earliest planning stages.
He also emphasized the need for responsible communication with citizens, allowing them to see not only that their opinions were collected but also how those opinions were reflected in the actual project.
