[방사청/CTN]가요진 기자= 이용철 방위사업청장은 "이번 지침 제정을 통해 국내 기업 등에 필요한 나토 표준을 보다 신속하고 체계적으로 제공할 수 있는 기반을 마련했다"라며 "이는 우리 기업의 나토 회원국 대상 방산 수출과 국제 공동 연구개발사업 참여 등 나토 방산시장 진출 확대에 실질적으로 기여할 것이다"라고 말했다. 방위사업청은 「나토 표준 제공 및 관리 지침」을 제정하여 국내기업, 연구기관, 정부기관 등이 나토(NATO) 표준을 요청하고 제공받을 수 있는 절차와 보안관리 기준을 최초로 수립했다고 밝혔다.
나토 표준은 국내 방산 기업 등이 나토 회원국과의 무기체계 상호운용성을 확보하고 관련 인증 및 시험을 수행하는 데 필수적인 기준이다. 이는 최근 한-나토 정상회의 등을 계기로 유럽 회원국 대상 수출 및 국제 공동 연구개발(R&D) 협력이 늘어남에 따라 현장 수요가 급증해 왔다. 그러나 그동안 공식적인 신청·제공 절차와 사후 관리 기준이 명확히 명시되지 않아 사안별로 개별 처리되는 등 현장의 불편이 이어져 왔다.
이에 방사청은 나토 보안정책과 한-나토 보안행정약정, 국내 보안업무 규정을 바탕으로 표준의 공개 범위와 비밀 등급에 따른 규정을 구체화했다. 비공개 표준은 방사청이 나토 온라인 데이터베이스를 통해 확보해 제공하며, 비밀 등급 표준은 나토의 별도 공개 승인 절차를 거친 뒤 전달하도록 했다. 또한 표준을 제공받은 기관이 준수해야 할 반납 및 파기 절차, 시설보안, 보안사고 발생 시 보고체계 등 관리 기준도 함께 구비했다.
방위사업청은 이번 지침 제정에 앞서 국내 방산기업 대상 설명회를 열어 현장 의견을 수렴했으며, 향후에도 지속적인 안내와 기업 지원을 이어갈 방침이라고 밝혔다.
