Jae-pil Jeon, Director of the Department of Future Medical Research at the National Institute of Health, stated regarding the biobank initiative, "The Innovative Biobank Consortium is a national research project designed to accelerate precision medicine realization based on high-quality human resources and deep data. We will continue to support research on rare and intractable diseases." The National Institute of Health under the Korea Disease Control and Prevention Agency (Commissioner Seung-kwan Lim) is expanding its 'Innovative Biobank Consortium Support Project' to include normal tissues derived from deceased donors.

According to the agency, expanding collection beyond patient-derived samples to include normal organ tissues from deceased donors establishes a comparative research foundation against diseased tissues.

Through this project, the institute built a repository covering 3,648 individuals, producing 46 SCI papers and 10 patents. It also released the '2025 National Biobank of Korea Annual Report,' detailing a cumulative collection of 1.39 million samples.

While expanding human resource collection to post-mortem normal tissues and distributing samples to accelerate tech transfer offers a plausible narrative for national bio-health research infrastructure, skepticism remains.

Critics point out that highlighting statistics—such as total collection volumes, paper counts, and impact factor multipliers compared to national R&D averages—borders on administrative showmanship and excessive self-praise. Rather than relying on sample counts or academic paper metrics, the health agency needs practical results, such as commercializing innovative drugs and delivering tangible clinical solutions for patients with intractable diseases.
