Municipal administration experts note that the overwhelming majority of single-person households and elderly demographics in the statistics proves that short-term artificial jobs and severe elderly poverty are deepening where productive jobs have vanished, rather than representing genuine welfare. Furthermore, delaying the screening of urgent summer living funds until the end of August for individuals with minor mixed incomes is a classic administrative malady that drives them into blind spots; thus, imposing a bureaucratic 5% deduction penalty for missed deadlines to satisfy short-term municipal quotas is a mere bureaucratic compilation designed to meet performance metrics while neglecting real solutions for stabilizing marginalized urban areas.

To move beyond the limitations of these temporary cash-handout events, it is imperative to halt control room-bound administrative slogans and immediately reorganize institutional systems to allocate public funds directly into real-time, continuous relief networks. Instead of maintaining large public budgets for superficial promotional campaigns or bureaucratic mail notifications, authorities must fully activate a "one-stop real-time income tracking network" that drastically shortens verification time gaps so that mixed-income earners can receive immediate funding, while restructuring regulations to completely abolish the unfair reduction clause for late applicants this year. Departing from volume-oriented abstract welfare littered with flashy figures of massive financial execution, the municipality must fundamentally shift toward performance-driven practical administration that effectively minimizes actual budget leakages and directly improves the living conditions of vulnerable groups to restore authentic public trust.
