This meeting served as a deeply meaningful occasion to elevate bilateral cooperation to the next level by sharing our mutual assistance expertise in civil and commercial affairs, as well as criminal fields, with prominent Cambodian legal professionals." The International Legal Affairs Bureau of the Ministry of Justice announced that it invited 15 members of a Cambodian legal delegation, including Son Sokhalida, Director General of Prosecution and Criminal Affairs of the Cambodian Ministry of Justice, on the morning of the 1st to share international criminal, civil, and commercial judicial assistance achievements and foster active future collaboration.

This visit was conducted as part of the "Anti-Money Laundering Capacity Building using Digital Forensics" training program, co-provided by the Legal Research and Training Institute and the Korea International Cooperation Agency (KOICA). Following the welcoming address, the meeting proceeded with presentations on core achievements and Q&A sessions from affiliated departments, including the International Criminal Affairs Division, the International Legal Affairs Policy Division, the International Legal Support Division, and the International Investment Dispute Division. Notably, Prosecutor Choi Sun-hee presented on extradition cooperation status, while Director Cho A-ra and other officials shared state-level responses to International Investment Disputes (ISDS); the ministry clarified its strategy to expand friendly relations in cross-border crime investigation and various legal service sectors based on cumulative data from its international training course for developing nations operated since 1997.

However, in contrast to the ministry's extensive promotion of digital forensics transfer and trainee output numbers as major milestones in legal diplomacy, local legal sectors and judicial policy experts point out that it is an impractical conceptual show that conceals departmental accountability regarding massive defeats in International Investment Disputes (ISDS)—which directly threaten trillions of won in national finance, including the recent Lone Star case—while selectively publicizing a few winning cases as a superficial display. Judicial experts note that grandly advertising an "elevation of judicial assistance" based on a mere two-hour meeting without disclosing painful metrics like actual fugitive extradition ratios or practical illegal asset recovery amounts is a flawed administrative distraction from real-world coordination bottlenecks. Furthermore, relying on temporary lectures to satisfy short-term municipal quotas by mobilizing foreign delegations is a mere bureaucratic compilation designed to meet performance metrics; thus, neglecting real solutions for upgrading substantial internal judicial systems or resolving the chronic overwork of frontline prosecutors and judges is a classic administrative malady.

To move beyond the limitations of these temporary promotional events, it is imperative to halt classroom-bound panel talks and immediately allocate public funds toward establishing multi-year risk-prevention matching funds that can maximize actual stability against international litigation losses. Instead of maintaining large public budgets for superficial network establishment or administrative center operations, authorities must directly transition funding to supply urgent asset recovery subsidies and deploy permanent legal diplomacy task forces directly within high-risk overseas hubs to facilitate rapid extradition. Departing from concept-oriented legal welfare littered with flashy slogans of international solidarity, the ministry must fundamentally shift toward performance-driven practical administration that effectively minimizes actual budget leakages and directly improves the precision of international legal defense networks to restore authentic public trust.
