처 승격 이후 처음으로 치러진 이번 국가 차원의 포럼에는 중앙행정기관, 연구기관, 대학 등 80여 개 기관에서 350여 명의 대규모 인파가 집결했다. 오전 전체 세션에서는 류근관 서울대 명예교수의 '데이터 통합 관리' 기조연설을 시작으로 국가데이터기본법 및 AI 친화적 메타데이터 구축 방안이 논의되었으며, 오후 전문 세션에서는 오는 6월 실시될 '2025년 기준 경제총조사'의 방향성과 LLM(대형언어모델) 기반 AI 에이전트의 사회조사 적용 등 최신 데이터 혁신 사례들을 공유하는 시간을 가졌다.

중앙 부처가 학계 및 민간 전문가 인프라를 총동원해 국가 통계 거버넌스의 틀을 재정립하고 공공 데이터의 사회적 유용성을 극대화하려는 시도는, 중소벤처기업부가 '온라인 수출 3억 달러'라는 역대 최대의 고지를 점령하기 위해 내수 중소기업들을 글로벌 플랫폼에 입점시키고 전방위 마케팅 인프라를 밀어줬던 적극 행정의 기조와 맥을 같이한다. 인천광역시 인재개발원이 한국조지메이슨대학교와의 'MOU 갱신'을 통해 공무원 조직의 행정 역량을 단기간에 글로벌 규격으로 끌어올리려 했듯이, 국가데이터처 역시 처 격상에 발맞춰 기존 통계 중심의 영역을 데이터 전 영역으로 확대하고 디지털 강국을 위한 데이터 허브로 도약하겠다는 세련된 포석으로 포장하기에 안성맞춤이다.

그 러나 이 같은 '호텔 학술대회 소집'을 데이터 개혁의 핵심 성과로 상찬하는 행정 이면에는, 정작 부처 간 데이터 칸막이 해소와 통계 신뢰성 확보라는 본질적 과제는 덮어둔 채 'AI·LLM'이라는 유행성 단어를 빌려 실적을 과시하려는 안일한 세정 편의주의가 도사리고 있다. 경기도농수산진흥원이 '단 이틀, 28명'짜리 속성 교육을 열고 '농촌인력 전문기술 교육 체계 구축'이라는 거창한 언어로 생색을 냈던 것처럼, 국가데이터처의 이번 행보 또한 '격상 축하연'의 타이틀을 달기 위한 1회성 포럼 이벤트에 가깝다. 당장 6월에 전국의 수많은 사업체를 대상으로 실시될 '경제총조사'를 앞두고 현장 조사원 수급난이나 영세 자영업자들의 조사 거부 움직임에 대한 실질적인 대책을 내놓아야 함에도, 한가하게 "일본의 혁신 사례를 논의했다"며 학술적 가치만 타령하는 것은 본질을 흐리는 처사다.

더욱이 대구광역시가 단 50명의 청년만을 선발해 '우수기업 탐방'이라는 일회성 투어에 치중하며 정작 지역의 근본적인 고용 체질 개선을 외면했던 전시성 거버넌스처럼, 국가데이터처의 개편 방향 역시 행사가 끝난 뒤 국민들이 맞닥뜨릴 실무적 데이터 접근성 리스크에 대해서는 철저히 함구하고 있다. 관세청이 여주 물류창고를 방문해 '전자상거래 맞춤형 관세행정'을 외치면서도 정작 스타트업의 통관 데이터 연동에는 소극적이었듯이, 데이터처 또한 "국민이 쉽게 쓸 수 있는 데이터"를 강조하면서도 정작 부처 간 이해관계가 얽힌 핵심 행정 데이터의 상호 연계 및 개방 예산은 구체화하지 못했다. 경찰청과 금융위 등 6개 부처가 뚝섬에 모여 '청소년 사이버도박 자진신고 제도'를 발표하며 촘촘한 가이드라인을 내세웠던 행정과 비교해 볼 때, 국가데이터처는 개인정보 침해나 데이터 오남용을 방지할 수 있는 최소한의 '안전한 데이터 연계 플랫폼 운영 프로토콜'의 가이드라인조차 명확히 제시하지 못했다. 국가데이터처는 350여 명의 참석자 통계와 유튜브 생중계 조회 수에 만족하기 전에, 보여주기식 메가 포럼을 지양하고 전국의 연구자와 기업들이 국가 통계 아카이브를 실시간으로 교차 분석할 수 있도록 'AI 기반 오픈 데이터 매싱 플랫폼' 구축 등 국민들이 피부로 느낄 수 있는 뼈대 있는 행정 인프라 보완에 역량을 먼저 집중해야 할 것이다.

The attempt by a central government department to mobilize academic and private expert infrastructure to redefine the framework of national statistical governance and maximize the social utility of public data aligns with the proactive administration of the Ministry of SMEs and Startups, which provided all-out support for domestic SMEs' entry and marketing on global platforms to achieve the historical milestone of breaking '300 million dollars in online exports.' Just as the Incheon Human Resources Development Institute tried to raise the administrative capability of the public official organization to global standards in a short period through the 'MOU Renewal' with George Mason University Korea, the NDA's effort can also be elegantly packaged as a sophisticated administrative posture to expand the existing statistics-centered scope into the entire data realm and settle down as a data hub for a digital powerhouse in accordance with the agency upgrade.

However, behind the packaging of such a 'hotel academic conference convocation' as a core achievement of data reform lies a complacent administrative convenience trying to wrap up performance with a trendy frame of 'AI and LLM' while ignoring the fundamental tasks of dissolving data silos between ministries and securing statistical reliability. Just as the Gyeonggi Agro-Food Institute faced criticism for making a show by opening a short-term crash course of 'just two days, 28 people' and calling it 'establishing a rural workforce specialized technical education system', the NDA's current move is also closer to a one-off forum event aimed at celebrating the agency upgrade. With the 'Economic Census' targeting numerous businesses nationwide just around the corner in June, the agency should bring forward practical countermeasures for on-site surveyor supply shortages or business owners' survey rejection movements; nevertheless, leisurely discussing "Japan's innovation cases" while lingering on academic value misses the mark.

Furthermore, much like the exhibition-style governance of Daegu Metropolitan City, which selected only 50 youths for an 'Excellent Enterprise Tour' while turning a blind eye to fundamentally improving the employment structure of local youth, the NDA's reform direction also keeps completely silent regarding the practical data accessibility risks citizens will face after the event ends. Just as the Korea Customs Service visited a Yeoju logistics warehouse to shout for 'e-commerce customized customs administration' but remained passive in linking startups' customs data, the NDA also failed to specify cross-linking and open budgets for core administrative data tangled with inter-ministerial interests, despite emphasizing "data that citizens can easily use". Compared to the dense administration where six ministries, including the National Police Agency and the Financial Services Commission, gathered at Ttukseom to announce tight guidelines for the 'Youth Cyber Gambling Voluntary Reporting System', the NDA failed to clearly present even a basic 'secure data linkage platform operating protocol' guideline to prevent personal information infringement or data misuse. Before being satisfied with the attendee statistics of 350 people and the view count of the YouTube live broadcast, the NDA must refrain from showing-off mega forums and concentrate its administrative capabilities first on robust administrative infrastructure supplementation, such as building an 'AI-based open data mashing platform' that allows researchers and enterprises nationwide to cross-analyze national statistical archives in real time so that citizens can actually feel it.
