[방사청/CTN]가요진 기자= 정기영 방위사업청 미래전력사업본부장은 "통합획득은 각 기관에서 확정된 장비 소요를 단순히 모으는 것이 아니라, 해결해야 할 임무와 문제를 중심으로 수요를 함께 기획하는 단계부터 시작되어야 한다"라며 "이번 포럼을 통해 임무형 소요기획의 구체적인 실행방안을 마련하고 이를 통합획득과 첨단전력의 신속한 확보로 연결해 나가겠다"라고 말했다.
방위사업청은 9월 7일 서울 로카우스 호텔에서 '국방첨단전력법 기반 소요기획 혁신포럼'을 열고 드론 및 대드론 분야 범부처 통합획득을 위한 임무형 소요기획 실행방안을 논의했다고 밝혔다.
이번 행사는 국회에 발의된 국방첨단전력사업에 관한 법률안의 주요 내용을 공유하고 미국과 영국 등 주요국의 신속획득 사례를 검토하기 위해 마련됐다.
방위사업청은 지난 6월 국무조정실의 드론·대드론 대전환 전략에 따라 범부처 통합획득 전담기관으로 지정되어 관련 사업을 진행하고 있다.
임무형 소요기획은 특정 장비의 성능이나 규격을 먼저 확정하는 기존 방식에서 벗어나 군과 수요기관이 해결해야 할 임무와 문제, 운용 환경을 우선 정의하는 제도다.
기관별로 구체적인 규격이 확정되기 전 단계부터 유사한 임무 수요를 묶어 관리하며, 기업과 연구기관이 제출한 기술적 해결방안을 비교·검증해 소요를 최종 결정한다.
방위사업청은 포럼에서 수렴된 전문가 의견을 토대로 경쟁적 대화 및 평가 절차를 구체화하고 법안 심의와 통합획득사업에 반영할 계획이라고 밝혔다.
