Seong-ho Bae, Director General of the Construction Bureau at Gyeonggi Province, stated, "Preemptive weather analysis and data-driven measures are most critical for black ice, often called the silent killer on roads."
Director General Bae added, "Through this analysis system, we will complete a scientific, visual snow-removal system to build safe road environments for residents."
Gyeonggi Province announced on September 8 that it held a kickoff meeting for the 'Analysis System for Black Ice Accident Prevention,' becoming the first top-level local government to adopt such a system.
A budget of 128 million KRW from the disaster fund will be allocated to cover 51 regional road routes spanning 4,349 kilometers managed by the province.
The platform merges real-time pavement temperature measurements with Meteorological Administration forecasts to predict frozen road spots in advance.
Risk zones will be visualized on maps and shared with snow-removal teams across 31 municipalities to trigger early saline spraying.
Gyeonggi Province stated it aims to complete system deployment by January 2027 to transition toward data-based winter road management.
