[통일부/CTN]가요진 기자= 김남중 통일부 차관은 "급변하는 국제정세 속에서 한반도 긴장 완화와 평화공존 발전 구상에 기반한 남북 인권협력 정책을 추진해 나가겠다"라며 "북한 주민의 인권과 삶을 실질적으로 개선하기 위해 국제사회와의 협력을 강화하겠다"라고 말했다. 통일부는 대한상공회의소에서 '평화공존 정책과 남북 인권협력 국제회의'를 열었다.
통일부에 따르면 이번 회의에는 국내외 전문가와 국제기구 관계자 등 110여 명이 참석해 카프로스, 아일랜드 등 해외 분쟁 해결 사례와 지속가능발전목표 연계 방안을 논의했다.
행사는 기조연설을 시작으로 평화권 개념, 인권과 개발의 연계, 유엔 인권 메커니즘을 활용한 법·정책적 기반 마련 등 3개 세션으로 진행됐다.
남북 관계가 경색된 국면에서 관련 전문가들을 모아 국제 사례를 공유하고 대북 인권 정책의 방향성을 모색하는 것은 통일 부처의 기본적인 업무 수행 범주에 속한다.
그러나 남북 당국 간 대화가 완전히 끊긴 상황에서 실효성 있는 대북 접촉안 없이 학술 토론회를 열어 해외 사례만 나열하는 것은 행정 편의주의적 실적 쌓기에 불과하다는 비판이 나온다. 단순한 행사 개최나 공허한 선언적 구호에 안주할 것이 아니라, 북한을 실질적인 대화의 장으로 이끌어낼 구체적인 외교적 돌파구 마련에 정책 역량을 집중해야 한다.
