Jung-sook Cho, Director-General of the Employment Support Policy Bureau at the Ministry of Employment and Labor, highlighted the initiative, stating, "As the age of pregnancy and childbirth rises, government support for fertility treatment leave becomes increasingly necessary." The official added, "We will continuously work to create an environment where workers can use the system without hesitation." The ministry announced the publication of a guidebook titled 'Fertility Treatment Leave Guide for Employers and HR Managers.'
According to the ministry, paid leave days for fertility treatment will increase from two to four days starting November 27, with the new guidebook detailing simplified document requirements and corporate best practices.
The government has previously expanded eligible treatment scopes to include pre-procedure testing and introduced penalties for adverse treatment against leave users.
While issuing policy manuals and promoting workplace leave policies presents a plausible narrative for labor support administration, skepticism remains.
Critics point out that packaging scheduled legal updates and select corporate cases into a promotional booklet borders on administrative showmanship and excessive self-praise. Rather than relying on simple booklet distribution or awareness campaigns, the labor ministry needs practical results, such as conducting labor inspections on non-compliant businesses and providing subsidies for substitute workers.
