The Ministry of Education and the National Fire Agency launched a joint campaign to promote the updated 119 Relief Call service featuring fire evacuation guidance.

According to the government agencies, the evacuation guidance feature was added to the existing system following two tragedy incidents in Busan last year where four young sisters died in apartment fires during parental absence.

Once guardians register child information via the official website or QR code, dispatchers will call the child or guardian during a fire to assist with evacuation instructions and send alerts to residents in the same building block.

While updating emergency response protocols for vulnerable populations following a tragic event presents a plausible narrative for public safety administration, skepticism remains.

Critics point out that offering phone-based guidance without resolving root issues such as child care gaps and inadequate residential fire safety borders on administrative showmanship. Given the uncertainty over whether young children can effectively follow phone instructions during a panic, the agencies need practical results, such as implementing automated suppression systems and expanding public childcare coverage, rather than focusing solely on user registration numbers.
