[전주/CTN]최동주 기자= 전주시 관계자는 "올해 을지연습은 최근 안보 상황을 반영해 실전성을 강화하고 유기적인 훈련 진행을 목표로 진행됐다"라며 "유관기관 간 긴밀한 협조를 통해 훈련을 성공적으로 마무리할 수 있었다"라고 말했다. 전북특별자치도 전주시는 시청 지하 종합상황실에서 종합 강평보고회를 열고 4일간의 '2026년 을지연습'을 마쳤다고 밝혔다.
전주시에 따르면 시는 군·경·소방 등 유관기관과 함께 24시간 비상근무에 돌입했으며, 전시 현안 과제 토의와 도상연습을 진행했다.
또한 농촌진흥청에서 미상 드론 폭발 테러를 가정한 실제 훈련을 치렀고, 전 시역 민방공 대피 훈련과 긴급차량 길 터주기 연습을 병행했다.
지자체가 연례 국가 비상 대비 훈련 계획에 맞춰 유관기관과 비상근무를 서고 매뉴얼을 점검하는 것은 행정 기관의 당위적인 안보 관리 의무다.
다만 매년 실시되는 연례적인 훈련과 정형화된 시나리오 시연을 마친 뒤, 마치 대단한 실전 역량이 대폭 강화된 것처럼 언론에 대대적으로 홍보하는 것은 보여주기식 행정이라는 지적을 피하기 어렵다. 단순한 도상연습이나 4일간의 종합 강평회 같은 관례적인 소식 전하기에 그칠 것이 아니라, 실제 위기 상황에서 즉각 작동할 수 있는 실질적 재난·안보 대응 체계를 갖추는 것으로 진정성을 증명해야 한다.
