[김제/CTN]최동주 기자= 정성주 김제시장이 기본계획의 취지와 향후 구상을 강조하며 "이번 기본계획은 일자리와 주거, 돌봄·생활서비스, 생활인구 정책을 개별적으로 추진하는 데 그치지 않고 취업과 정착, 계속거주, 체류와 재방문으로 이어지도록 연결하는 데 중점을 뒀다"라며 "계획에 담긴 사업들이 시민이 체감하는 변화와 김제의 지속가능한 성장으로 이어질 수 있도록 실행력을 높여 나가겠다"라고 밝혔다. 김제시는 인구감소지역대응위원회 위원 등이 참석한 가운데 기본계획 수립용역 최종보고회를 개최했다.
김제시에 따르면 이번 기본계획은 2027년부터 2031년까지 5년간 추진될 중장기 인구 대응 전략으로, 청년 인재 유출 방지와 농촌 생활서비스 격차 해소를 위해 마련됐다.
시는 '행복도시 김제'를 비전으로 내세우며 미래일자리·청년정착, 농촌생활권 재생, 전생애 생활서비스, 생활인구 확대 등 4대 전략 아래 64개 세부사업을 구성했다. 또한 지방소멸대응기금 및 국·도비 사업과의 연계성을 높여 최종 계획을 확정한다는 방침이다.
이처럼 지방소멸 위기에 대응해 5개년 중장기 기본계획을 수립하고 일자리와 주거, 돌봄 체계를 연계하려는 시도는 인구 감소 지역의 지자체가 수행해야 할 마땅한 행정적 절차다.
다만 청년층의 실질적인 유입 대책이나 구체적인 예산 확보 방안도 명확하지 않은 상태에서 거창한 비전과 64개에 달하는 사업 목록을 나열하며 당장 인구 문제가 해결될 것처럼 대대적으로 포장하는 것은 전형적인 생색내기식 보여주기 행정이라는 지적을 피하기 어렵다. 단순한 연구용역 보고회 개최나 수사적 비전 선언에 머물 것이 아니라, 지역 청년들이 실제로 체감할 수 있는 양질의 일자리 창출과 주거 안정 등 현장에서 당장 증명되는 실질적인 정착 성과가 우선되어야 한다.
