목포시에 따르면 해경정비창은 전남 지역 업체와 117억 원 규모의 계약을 체결하고 전체 신규 인원 중 73명을 전남·광주 지역 인력으로 채용했다.

시는 그동안 서·남해역 함정의 장거리 정비 이동 불편이 해소되었음을 강조하며, 정비창 운영에 따른 고용 유발 및 약 3,000억 원 규모의 경제적 파급 효과를 기대한다고 내다봤다. 이에 시는 안교진 해양경찰정비창장에게 감사패를 수여하고 수리조선 중심지 육성 계획을 밝혔다.

이처럼 국가 기관의 이전을 계기로 지역 인재를 채용하고 관내 기자재 업체와의 계약을 확대해 지역 경제에 활력을 불어넣는 것은 지자체와 공공기관의 당연한 상생 협력 모델이다.

다만 국가 기관인 해경정비창의 본래 사업 성과와 수치들을 들고 나와 마치 지자체의 독자적 행정 성과인 양 들포장하며 생색을 내는 것은 전형적인 성과 숟가락 얹기식 보여주기 행정이라는 지적을 피하기 어렵다. '3,000억 원의 경제 유발 효과'와 같은 검증되지 않은 거창한 추산치나 수사적 선언에 집착할 것이 아니라, 관내 수리조선업체들이 실질적인 기술력 고도화를 이룰 수 있도록 구체적인 기자재 산업 지원책과 노동 환경 개선 등 현장에서 체감할 수 있는 인프라 구축으로 증명해야 한다.

Critics point out that taking municipal credit for standard state-funded facility operations while touting unverified '300 billion KRW' figures borders on administrative showmanship and excessive self-praise. Rather than relying on exaggerated economic projections or ceremonial plaques, the municipal government needs practical results, such as providing direct technical support to local shipyards and improving safety standards for dockworkers.
