According to the center, the 14-day program running from August 16 to 29 represents the final 3rd-year phase of the KOICA Global Training Program.
Through previous sessions, Aklan Province enacted volunteer ordinances and allocated a 2 million PHP budget for 2026. The current phase covers disaster organization management and data tracking, featuring a welcome dinner on August 18 with the Philippine Ambassador to Korea present.
While sharing volunteer and disaster management systems with developing nations through federal grant programs presents a plausible narrative for public diplomacy, skepticism remains.
Critics point out that framing a routine KOICA-funded training program and welcome dinner as a major global achievement driven independently by the municipal government borders on administrative showmanship and excessive self-praise.
