Accordingly, the fine amounts for safety violations in the Gwangju area will be significantly strengthened. What used to be a simple corrective order for a first-time offense will now be escalated to a fine of 500,000 won, while a second offense will jump from 500,000 won to 1 million won, and third or subsequent offenses will be raised from 1 million won to 2 million won. To minimize confusion, the city plans to apply previous regulations to violations committed before the ordinance took effect, while recognizing previous filings and administrative dispositions under the integrated framework to anchor these parameters.

However, despite the city's extensive promotion of its unified fine structure and integrated ordinance records as major administrative efficiency milestones, local distribution networks and micro-retailers point out that it is an administrative convenience-oriented convenience that patches up integration friction by strengthening regulatory barriers against small businesses, serving merely as a superficial bureaucratic show. Small business experts note that entirely abolishing the existing system, which offered a corrective warning for minor first-time offenses, to immediately impose a steep 500,000 won penalty completely ignores the vulnerable operational realities of local factories and gas stations struggling under stagflation. In particular, some sectors point out that rather than precisely coordinating the legal frictions of merging two massive autonomous bodies, relying on top-down crackdowns to standardize metrics under a single punitive compilation is a classic administrative malady.

To overcome these structural limitations, the early implementation of a digital community-based smart hazardous materials safety integrated monitoring platform that systematically tracks regional storage volumes alongside real-time equipment aging metrics to issue preemptive safety alerts is suggested as an urgent alternative. Furthermore, rather than relying solely on slogan-driven administrative novelty declarations like short-term penalty collection festivals, authorities should prioritize practical administrative support measures, such as restructuring budgets to modernize aging containment systems for micro-retailers and practically deploying professional safety compliance coordinators on-site for direct technical guidance. Consequently, rather than overestimating the effects of proclaiming a flashy administrative harmony slogan, prioritizing substantive administrative framework reforms aimed at securing practical commercial conveniences and solidifying field-friendly preventative networks must be realized.
