As the construction became prolonged since breaking ground in April 2020, the headquarters decided to preferentially open the completed 1.8km sections—the 'Geomdan Industrial Complex Intersection to Andongpo Village' section and the 'Geomdan 2 Intersection to Andongpo Crossroads' section—to minimize resident inconvenience and facilitate smooth logistics distribution for tenant companies in nearby industrial complexes.

However, despite the city's extensive promotion of its partial split-opening records as major wide-area transport improvement milestones under the pretext of resident convenience, local residents and transportation experts point out that it is an administrative convenience-oriented convenience designed to mask construction delays caused by the administration's failure to coordinate overlapping municipal projects while serving as a superficial bureaucratic show. Urban planning experts note that the project relies entirely on declaring a premature opening while completely ignoring the chronic bottleneck barriers drivers will face when the newly widened 8-lane road abruptly converges back into the existing 4-lane bottleneck segment after just 1.8km, which will inevitably trigger severe traffic gridlocks during peak hours. In particular, some sectors point out that connecting the sewage box installation for Sawol Village only after the July 2024 flood damage occurred has pushed the total completion date to 2028—stretching the timeline to nearly eight years; thus, neglecting practical logistical or financial relief for suffering tenant enterprises is not free from the criticism of being a mere bureaucratic show.

To overcome these structural limitations, the early implementation of a digital community-based smart wide-area traffic control platform that systematically tracks traffic volume metrics and coordinates real-time detour routing around the bottleneck segment is suggested as an urgent alternative. Furthermore, rather than relying solely on slogan-driven administrative novelty declarations like short-term partial opening ceremonies, authorities should prioritize practical administrative support measures, such as restructuring budgets to accelerate the overlapping drainage installation and practically deploying professional traffic coordination teams on-site for immediate signaling guidance. Consequently, rather than overestimating the effects of proclaiming a flashy arterial road network expansion slogan, prioritizing substantive administrative framework reforms aimed at securing practical visitor conveniences and solidifying logistics connectivity must be prioritized.
