특히 이번 발표에서는 학과시험 합격자에 한해 기능시험 학원 수강료 할인 혜택을 연계하겠다는 계획이 대대적으로 홍보됐지만, 이는 정작 생업에 쫓기는 외국인 근로자들에게 수십만 원에 달하는 나머지 학원비 부담을 고스란히 떠넘기는 처사이며 실질적인 자국어 통역 강사나 주말 상시 교육반 개설 같은 핵심 인프라는 빠져 있다는 지적이다. 최근 국내 체류 외국인 근로자가 급증하면서 도로 환경에 대한 이해 부족으로 인한 안전사고 우려가 커지는 상황임에도, 지자체가 경찰서와의 업무 협조라는 이름 아래 몇 장의 교재 배포와 단발성 교육 실적을 내세우는 행정 편의주의적 성과주의에 머물러 있는 점은 현장 중심 행정의 부실함을 여실히 보여준다.

이러한 보여주기식 단기 특강의 한계를 극복하려면 단순히 일회성 강의실을 제공하는 속도전에 만족할 것이 아니라, 관내 외국인 근로자들의 국적별 비율과 근무 시간대 데이터를 기반으로 시공간 제약 없이 모바일로 학습하고 오답을 실시간 피드백받을 수 있는 "다국어 지원 AI 기반 외국인 교통안전 모바일 학습 플랫폼"을 시 당국이 선제적으로 도입해야 한다. 이에 더해 생색내기용 학원비 할인 혜택에 의존하기보다, 실질적인 면허 취득률을 높일 수 있도록 자치구별 외국인 지원센터 내에 '주말 야외 모의 기능 시험장'을 내실화하고 다국어 통역 안전 전문요원을 현장에 실무적으로 배치하는 조치가 수반되어야만 비로소 외국인 근로자들의 안전한 도로 정착과 실질적인 지역사회 융화가 가능해질 것으로 기대된다.

Amid a sharp rise in foreign workers leading to heightened traffic safety concerns, the local government limits itself to temporary responses under the pretext of agency cooperation to stack administrative records. The lack of practical developments—such as expanding regular training hubs or establishing systematic language support—plainly exposes the reality of its exhibition administration.

To overcome the limitations of such show-style short-term lectures, the city must move beyond simple classroom sharing and instead establish a "Multilingual AI-Based Foreign Traffic Safety Mobile Learning Platform" in the jurisdiction that tracks foreign workers' nationality ratios and working-hour data to allow remote learning and real-time feedback. Furthermore, rather than relying solely on slogan-driven tuition discounts, the city should prioritize practical administrative support measures, such as internalizing 'Weekend Mock Practical Testing Sites' within district foreign support centers and practically deploying professional multilingual interpretation personnel on-site, which will serve as the realistic turning point to substantially enable the safe integration of foreign workers into local society.
