We will continue to promote various support projects for foreign workers' adaptation and stable settlement in local communities through cooperation with relevant agencies." Although Incheon Metropolitan City announced that it operates the "Foreign Worker Driver's License Classroom" in cooperation with the Incheon Nonhyeon Police Station to prevent traffic accidents and aid local settlement, criticisms are rising that the city focuses merely on a show-style promotion of a two-session event-style lecture while ignoring fundamental language barriers and the high threshold of practical exams. This project proceeds through short-term procedures to lecture on traffic regulations and distribute textbooks produced in three languages at the Incheon Foreign Worker Support Center.

Particularly this year, the city heavily promoted plans to link driving school tuition discounts for those who pass the written exam. However, critics point out that this is an administrative convenience-oriented obsession with achievements that dumps the remaining steep tuition burden onto foreign workers busy earning a living, completely lacking core infrastructure such as native-speaking instructors or regular weekend training classes. Amid a sharp rise in foreign workers leading to heightened traffic safety concerns, the local government limits itself to temporary responses under the pretext of agency cooperation to stack administrative records. The lack of practical developments—such as expanding regular training hubs or establishing systematic language support—plainly exposes the reality of its exhibition administration.

To overcome the limitations of such show-style short-term lectures, the city must move beyond simple classroom sharing and instead establish a "Multilingual AI-Based Foreign Traffic Safety Mobile Learning Platform" in the jurisdiction that tracks foreign workers' nationality ratios and working-hour data to allow remote learning and real-time feedback. Furthermore, rather than relying solely on slogan-driven tuition discounts, the city should prioritize practical administrative support measures, such as internalizing 'Weekend Mock Practical Testing Sites' within district foreign support centers and practically deploying professional multilingual interpretation personnel on-site, which will serve as the realistic turning point to substantially enable the safe integration of foreign workers into local society.
