This is a passage listing achievements saying that they directly confirmed the potential of companies in the province to enter the market in the emerging strategic markets of Europe, Czech Republic and Austria. The briefing of the trade department, which emphasized the touching impressions of the companies participating in the consultation and dense close support such as the Korea-EU FTA tariff reduction strategy, creates an illusion as if the residents' taxes were used very usefully. However, the practice of packaging and promoting the 'contract promotion amount,' whose final conclusion is unclear, as if it were a confirmed achievement is hard to avoid criticism as a typical 'showing-off administration that inflates performance.'

The most painful blind spot of this export consultation is that the figure of 3.39 million dollars advertised grandly by Gyeonggi Province is nothing more than an 'optical illusion effect' combined by squeezing out the verbal hope amounts exchanged during the on-site consultation process. In the cold international trade market, it is very common that real export achievements completed up to actual customs clearance and payment settlement stop at a tiny fraction of this promotion amount. Nevertheless, Gyeonggi Province, chased by performance anxiety, is exaggerating the ministry's achievements by hiding behind flashy numbers of consultation counts and promotion amounts. Furthermore, the companies that received benefits from this European expedition are merely 10 companies among numerous beauty companies in the province. It raises a fundamental question whether the excessive 'preferential focused support' providing airfares, interpretation fees, and even vehicles to selected specific few companies complies with the public interest purpose of strengthening the competitiveness of all small and medium-sized enterprises in the province.

In addition, the attempt to use the difficulty of the US market due to 'tariffs of the second Trump administration' as a justification for entering Europe through the mouth of a participating company is also miserably poor. The intention to respond preemptively to the rapidly changing global trade environment is good, but picking and bringing only excellent companies that have already acquired the strict European Cosmetic Products Notification Portal (CPNP) certification by their own power is 'Gyeonggi Province merely putting a spoon on an already prepared dining table' to easily produce administrative achievements. What Gyeonggi Province really needs to do is not to fly to the European scene with public officials putting up a huge budget to set up a one-off consultation table, but to inject budgets into supporting basic infrastructure for small businesses stamping their feet because they cannot even register for CPNP due to lack of cost and information.

In the end, this European export consultation by Gyeonggi Province cleanly shows an aspect of exhibition administration for consuming the annual budget of the trade department and building the overseas achievements of the local government head rather than solidifying a substantial trade support infrastructure. Flashy modifiers like on-site close general support alone cannot pierce the structural export blockage of small and medium-sized enterprises in the province. Gyeonggi Province must immediately stop superficial media play that deceives residents by putting forward vague numbers of contract promotion amounts. Instead, it should completely review the budget execution system centered on one-off overseas expedition consultations, upgrade the permanent non-tariff barrier countermeasure related system utilizing the Gyeonggi FTA Center, and concentrate administrative power on building a pluralistic marketing platform where all small and medium-sized enterprises in the province can constantly respond to global trade regulations even at home.
