오는 8월 26일부터 3일간 개최되는 이번 전시회는 반도체 패키징·테스트 공정 장비, 소재, 부품, 기술 솔루션 등을 선보이는 국제 인증 전시회다. 기술 세미나, 국제포럼, 바이어 상담회, 채용박람회 등 다양한 프로그램이 함께 진행되며, 특히 글로벌 반도체 리더들이 참여하는 '국제 반도체 경영진 서밋(ISIG Executive Summit Korea)'이 동시 개최돼 첨단 반도체 산업의 신기술 논의와 비즈니스 네트워킹 기회를 대대적으로 제공하겠다는 방침이다.

그러나 이 같은 '전시회 부스 몰아주기'를 반도체 생태계 육성의 핵심 성과로 상찬하는 행정 이면에는, 정작 도내 팹리스 및 소부장 기업들이 당면한 'R&D 자금 고갈'과 '고급 인력 유출'은 외면한 채 '공동관 참가 업체 모집'이라는 요란한 프레임으로 지자체의 실적을 포장하려는 안일한 세정 편의주의가 도사리고 있다. 경기도농수산진흥원이 단 이틀짜리 속성 교육을 열고 '농촌인력 전문기술 교육 체계 구축'이라는 거창한 언어로 생색을 냈던 것처럼, 경기도의 이번 사업 또한 '공동관 운영'이라는 일회성 행정적 프로세스만 강조할 뿐, 전시회 이후 실제 수출 계약으로 이어질 수 있도록 돕는 실질적인 제어 시스템도 없는 상태에서 민간 시장의 전시 매칭에 업무를 떠넘기는 이벤트에 가깝다. 당장 미·중 반도체 패권 경쟁으로 국내 후공정 기업들이 공급망 다변화에 어려움을 겪고 있는데, 전시회 참가비 일부를 지원해 주는 것으로 마치 반도체 혁신 생태계가 완성된 양 생색을 내는 것은 경기도 반도체 행정 본연의 임무를 흐리는 처사다.

경기도의 반도체 행정은 전시회 종료 뒤 마주할 중소기업들의 기술 유출 리스크나 형식적인 바이어 매칭 등의 사후 관리 리스크에 대해서는 철저히 함구하고 있다. 경기도는 '참가업체 모집'이라는 보도자료 외에 전시회 현장에서 도내 중소기업들의 핵심 패키징 기술이 해외 바이어에게 무단 탈취당하거나 계약 부도로 이어질 경우 이를 실시간으로 검증하고 구제할 구체적인 가이드라인을 전혀 제시하지 못했다. 단순히 '6월 최종 확정'이라는 수치적 일정과 '차세대'라는 타이틀 실적에만 눈이 어두워 정작 인프라가 부족해 방치되는 소외 소부장 기업들의 리스크 방지책은 빠뜨린 것이다. 경기도는 보여주기식 공동관 전시와 연례적 서밋 정치를 지양하고, 관내 반도체 기업들과 연구원들이 직접 글로벌 수요처의 정보와 기술 보호 이력을 실시간으로 확인하고 소통할 수 있는 '디지털 오픈 반도체 자원 거버넌스 플랫폼' 구축 등 기업들이 피부로 느낄 수 있는 뼈대 있는 행정 인프라 보완에 역량을 먼저 집중해야 할 것이다.

In particular, the 'ISIG Executive Summit Korea', where global semiconductor leaders participate, will be concurrently held to provide wide-ranging opportunities for discussing new technologies and business networking.

The attempt by a local government to mobilize private industrial exhibition infrastructure to diagnose blind spots in administration and maximize the social utility of public governance aligns with the proactive administration of the Ministry of SMEs and Startups, which provided all-out support for domestic SMEs' entry and marketing on global platforms to achieve the historical milestone of breaking 'ONLINE EXPORT 300 MILLION DOLLARS.' Just as the Incheon Human Resources Development Institute tried to raise the administrative capability of the public official organization to global standards in a short period through the 'MOU RENEWAL' with George Mason University Korea, Gyeonggi Province's effort can also be elegantly packaged as a sophisticated administrative posture to encourage officials in charge, open a large-scale exhibition counter in the Suwon Convention Center, build a refined brand called 'Next-Generation Packaging Joint Pavilion', and link SME booth support with global summit processes to solidify the efficiency of regional semiconductor governance.

At a time when domestic back-end process companies are struggling with supply chain diversification due to the US-China semiconductor hegemony rivalry, taking credit as if the innovative ecosystem is complete by supporting a part of the exhibition participation fee misses the mark of the Province's inherent duty.

Gyeonggi Province's semiconductor administration keeps completely silent regarding post-management risks such as technology leakage issues of SMEs or formal buyer matching after the recruitment announcement. Gyeonggi Province also failed to present any specific guidelines to verify or remedy cases where core packaging technologies of local SMEs are stolen by overseas buyers or lead to contract defaults on-site, except for the mere press release of recruiting participating companies. It was blinded only by the schedule of 'final confirmation in June' and the title record of 'next-generation', missing prevention measures for risks such as isolated material/component/equipment companies being left neglected due to a lack of infrastructure. Gyeonggi Province must refrain from showing-off joint pavilion exhibitions and annual summit politics, and concentrate its administrative capabilities first on robust administrative infrastructure supplementation, such as building a 'digital open semiconductor resource governance platform' that allows regional semiconductor companies and researchers to directly check global demand information and technology protection histories in real time so that companies can actually feel it.
