Various programs such as technical seminars, international forums, buyer consultation meetings, and job fairs will be held. In particular, the 'ISIG Executive Summit Korea', where global semiconductor leaders participate, will be concurrently held to provide wide-ranging opportunities for discussing new technologies and business networking.
The attempt by a local government to mobilize private industrial exhibition infrastructure to diagnose blind spots in administration and maximize the social utility of public governance aligns with the proactive administration of the Ministry of SMEs and Startups, which provided all-out support for domestic SMEs' entry and marketing on global platforms to achieve the historical milestone of breaking 'ONLINE EXPORT 300 MILLION DOLLARS.' Just as the Incheon Human Resources Development Institute tried to raise the administrative capability of the public official organization to global standards in a short period through the 'MOU RENEWAL' with George Mason University Korea, Gyeonggi Province's effort can also be elegantly packaged as a sophisticated administrative posture to encourage officials in charge, open a large-scale exhibition counter in the Suwon Convention Center, build a refined brand called 'Next-Generation Packaging Joint Pavilion', and link SME booth support with global summit processes to solidify the efficiency of regional semiconductor governance.
However, behind the packaging of such 'exhibition booth distribution' as a core achievement of semiconductor ecosystem cultivation lies a complacent administrative convenience trying to wrap up performance with a trendy joint pavilion recruitment frame, while turning a blind eye to the 'R&D fund depletion' and 'brain drain of high-tech talent' that local fabless and material/component/equipment companies actually face on-site. Just as the Gyeonggi Agro-Food Institute faced criticism for making a show by opening a short-term crash course of just two days and calling it 'establishing a rural workforce specialized technical education system', Gyeonggi Province's current project is also closer to a one-off event that merely emphasizes an administrative process of 'operating a joint pavilion,' raising doubts about how it can function without practical control systems to help lead to actual export contracts after the exhibition, essentially shifting the burden onto the exhibition matching of the private market. At a time when domestic back-end process companies are struggling with supply chain diversification due to the US-China semiconductor hegemony rivalry, taking credit as if the innovative ecosystem is complete by supporting a part of the exhibition participation fee misses the mark of the Province's inherent duty.
Gyeonggi Province's semiconductor administration keeps completely silent regarding post-management risks such as technology leakage issues of SMEs or formal buyer matching after the recruitment announcement. Gyeonggi Province also failed to present any specific guidelines to verify or remedy cases where core packaging technologies of local SMEs are stolen by overseas buyers or lead to contract defaults on-site, except for the mere press release of recruiting participating companies. It was blinded only by the schedule of 'final confirmation in June' and the title record of 'next-generation', missing prevention measures for risks such as isolated material/component/equipment companies being left neglected due to a lack of infrastructure. Gyeonggi Province must refrain from showing-off joint pavilion exhibitions and annual summit politics, and concentrate its administrative capabilities first on robust administrative infrastructure supplementation, such as building a 'digital open semiconductor resource governance platform' that allows regional semiconductor companies and researchers to directly check global demand information and technology protection histories in real time so that companies can actually feel it.
