Kim Woon-hak, head of the Industrial Support Headquarters of Ansan City, evaluated, "Even in a situation where global economic uncertainty is increasing, we were able to confirm the technological prowess and product competitiveness of our local small and medium-sized enterprises in the Australian market," adding, "We will continue to help strengthen the export competitiveness of enterprises through overseas marketing support tailored to local demand and market characteristics." This is a massive announcement that the Australian market pioneer mission, which Ansan City entrusted to the Gyeonggi Business and Science Accelerator to promote, achieved export consultation results worth a total of 93 cases and 17.41 million dollars. However, criticism is pouring in that this is a typical 'number inflation' of local government overseas pioneer missions repeated every year, and an 'optical illusion administration' where the actual contract rate is thoroughly hidden.

The biggest achievement put forward by the city is the Memorandum of Understanding (MOU) worth about 200,000 dollars each signed by Mirico Co., Ltd., an industrial gas detector manufacturer, and Unirobotics Co., Ltd., an AI-based controller producer, with local companies. However, to be cold, an MOU is merely a 'loose letter of intent for cooperation' without legal binding force. It is uncertain whether it will lead to an annual supply contract through additional consultations, and looking at numerous past cases of local government pioneer missions, the rate at which MOUs lead to actual sales is extremely low. Nevertheless, Ansan City put forward the 'consultation scale' reaching tens of millions of dollars as a title, exaggerating the performance as if a huge export path had opened immediately.

A bigger problem is that while only two out of the nine participating companies signed MOUs that do not even have legal effect, the city remains silent about the concrete performance or contract progress of the remaining seven companies. Although the Australian market was grandiosely packaged as having great potential for domestic companies to expand, centered on K-beauty and food, subsequent management measures to help participating companies overcome the high wall of local distribution networks cannot be found. The bureaucratic practice of disguising the 'fact of meeting' local buyers using taxpayers' money into an achievement has been repeated as it is.

Ansan City declared that it would operate a Southeast Asian market pioneer mission targeting Jakarta and Ho Chi Minh in November. Without performance analysis and thorough feedback, it is interpreted as an intention to push ahead with another showy overseas dispatch to consume the annual planned budget. If they focus only on one-off consultation meetings and performance-building events like 'signing MOUs' without precise analysis of the local market and long-term infrastructure support, far from strengthening the export competitiveness of small and medium-sized enterprises, it will be difficult to avoid criticism that it is a 'pretext for overseas business trips' for public officials and affiliated organizations.
