김 후보는 28일, 당진시민 모두에게 1인당 30만 원씩 지급하는 ‘당진경제회복지원금’ 신설 공약을 전격 발표했다.
이날 김 후보는 "미-이란 전쟁 여파로 촉발된 유가 급등과 가파른 물가 상승이 당진 시민들의 일상을 무너뜨리고 있다"며 "장바구니 물가에 우는 주부들, 출퇴근 기름값을 걱정하는 직장인, 전기요금 고지서 앞에서 한숨짓는 어르신들의 고통을 더 이상 외면할 수 없다"고 공약 발표 배경을 설명했다.
현재 이재명 정부가 추진 중인 전국 단위의 '고유가피해지원금'에 더해, 당진시 자체 예산을 추가로 투입해 시민 1인당 30만 원을 얹어주겠다는 게 김 후보의 구상이다. 중앙정부의 보편적 복지에 지방정부의 과감한 추가 지원을 더해 시너지 효과를 극대화하겠다는 취지다.

지급 방식에 대해서는 실질적인 효과를 거둘 수 있도록 세심하게 설계하겠다는 입장이다. 김 후보는 "당진경제회복지원금은 지역화폐(지속가능한 당진사랑상품권 등) 방식을 적극 도입할 것"이라며 "지급된 자금이 역외로 유출되지 않고, 당진의 골목상권과 전통시장으로 고스란히 흘러 들어가 경제 모세혈관을 살리도록 하겠다"고 강조했다.
