Korea Electric Power Corporation (KEPCO) employees who were disciplined for operating solar businesses while holding their positions at the company have been found to have continued their existing businesses, raising questions about the effectiveness of KEPCO¡¯s so-called ¡°one-strike-out¡± policy and its follow-up management system.
Concerns have also emerged over the company¡¯s post-disciplinary management, as a significant number of cases were found to have unresolved or unclear violation status after excluding employees who resigned or were dismissed.
According to data submitted by KEPCO to Rep. Eo Gi-gu of the Democratic Party of Korea, who represents Dangjin, Chungcheongnam-do, and serves on the National Assembly¡¯s Climate, Energy, Environment and Labor Committee, a total of 280 disciplinary actions related to employees¡¯ concurrent solar businesses were recorded from 2021 through August 2026.
Of these, 231 were suspensions, 17 were dismissals, 29 were salary reductions, and three were reprimands.
Light disciplinary measures, including salary reductions and reprimands, accounted for 32 cases, or 11.4% of the total.
¡á Light Disciplinary Actions Continued After ¡®One-Strike-Out¡¯ Policy
KEPCO announced its ¡°one-strike-out¡± policy regarding solar business conflicts of interest in 2023.
However, light disciplinary actions continued even after the policy was announced.
According to the data, there were 12 cases involving reprimands or salary reductions in 2024, two in 2025, and three through August 2026, totaling 17 cases.
The figures have raised questions over whether KEPCO¡¯s disciplinary system has led to effective prevention of repeat violations, particularly given that disciplinary action did not always appear to result in the actual termination of business involvement.
¡á 17 Employees Re-Discovered Continuing Solar Businesses
Cases were also identified in which employees continued operating existing solar businesses after receiving disciplinary action and were subsequently disciplined again.
According to the data, a total of 17 employees were repeatedly identified as violating the rules.
All of them had previously been disciplined for operating solar businesses while employed by KEPCO, but continued their existing businesses and were disciplined again.
Among them, 11 received suspension orders, while six were dismissed.
In particular, two employees were re-discovered in March this year continuing their existing solar businesses and were dismissed.
The cases highlight the importance of not only imposing disciplinary action but also verifying whether employees have actually withdrawn from the businesses in question.
¡á 48 Cases Remain Unresolved or Unclear
Problems were also identified in KEPCO¡¯s post-disciplinary management.
Of the 280 disciplinary cases, 92 involved employees who had resigned or been dismissed.
In 140 cases, the violations were considered resolved through measures such as disposing of power plants or ending involvement in the businesses.
However, among the remaining 188 cases, 48 cases, or 25.5%, had either not resolved the violations or had unclear resolution status.
The figure indicates that a substantial portion of disciplinary cases excluding resignations and dismissals remain unresolved or lack confirmation of resolution.
The findings suggest that if procedures for verifying whether violations have been resolved after disciplinary action do not function effectively, it may be difficult to prevent continued business involvement even after disciplinary measures are imposed.
¡á Lack of Clear Deadlines and Standards for Repeat Disciplinary Action
The lack of specificity in KEPCO¡¯s rules for repeat disciplinary action was also highlighted.
KEPCO¡¯s disciplinary standards stipulate that a new disciplinary reason may arise if an employee fails to resolve the violation after disciplinary action without a ¡°justifiable reason.¡±
However, the standards do not clearly specify how long employees have to resolve the violation or what circumstances qualify as a justifiable reason for delay.
This has raised calls for a management system that verifies whether employees have actually sold their businesses or ended their involvement, rather than relying solely on promises to do so.
¡á Rep. Eo Gi-gu: ¡°Follow-Up Management Must Be Strengthened¡±
Rep. Eo Gi-gu emphasized the need to improve the effectiveness of post-disciplinary management regarding KEPCO employees¡¯ concurrent solar businesses.
¡°If an employee continued operating the same solar business even after receiving disciplinary action, it means that management after punishment did not function properly,¡± Rep. Eo said.
¡°How can KEPCO claim to have eradicated misconduct through its ¡®one-strike-out¡¯ policy when it has not even confirmed whether employees have withdrawn from the businesses in question?¡± he added.
He continued, ¡°KEPCO must first clarify the deadline for resolving violations and the standards for determining justifiable reasons for delays.¡±
¡°Rather than stopping at promises to sell the business or end involvement, KEPCO must also verify financial and profit-related relationships and impose strict repeat disciplinary action if violations continue without a justifiable reason,¡± he emphasized.
The issue of solar business conflicts of interest at KEPCO has emerged as a key management challenge, with the effectiveness of post-disciplinary monitoring, confirmation of violation resolution, and procedures to prevent recurrence remaining important areas for improvement.

Korea Electric Power Corporation (KEPCO) employees who were disciplined for operating solar businesses while holding their positions at the company have been found to have continued their existing businesses, raising questions about the effectiveness of KEPCO¡¯s so-called ¡°one-strike-out¡± policy and its follow-up management system.
Concerns have also emerged over the company¡¯s post-disciplinary management, as a significant number of cases were found to have unresolved or unclear violation status after excluding employees who resigned or were dismissed.
According to data submitted by KEPCO to Rep. Eo Gi-gu of the Democratic Party of Korea, who represents Dangjin, Chungcheongnam-do, and serves on the National Assembly¡¯s Climate, Energy, Environment and Labor Committee, a total of 280 disciplinary actions related to employees¡¯ concurrent solar businesses were recorded from 2021 through August 2026.
Of these, 231 were suspensions, 17 were dismissals, 29 were salary reductions, and three were reprimands.
Light disciplinary measures, including salary reductions and reprimands, accounted for 32 cases, or 11.4% of the total.
¡á Light Disciplinary Actions Continued After ¡®One-Strike-Out¡¯ Policy
KEPCO announced its ¡°one-strike-out¡± policy regarding solar business conflicts of interest in 2023.
However, light disciplinary actions continued even after the policy was announced.
According to the data, there were 12 cases involving reprimands or salary reductions in 2024, two in 2025, and three through August 2026, totaling 17 cases.
The figures have raised questions over whether KEPCO¡¯s disciplinary system has led to effective prevention of repeat violations, particularly given that disciplinary action did not always appear to result in the actual termination of business involvement.
¡á 17 Employees Re-Discovered Continuing Solar Businesses
Cases were also identified in which employees continued operating existing solar businesses after receiving disciplinary action and were subsequently disciplined again.
According to the data, a total of 17 employees were repeatedly identified as violating the rules.
All of them had previously been disciplined for operating solar businesses while employed by KEPCO, but continued their existing businesses and were disciplined again.
Among them, 11 received suspension orders, while six were dismissed.
In particular, two employees were re-discovered in March this year continuing their existing solar businesses and were dismissed.
The cases highlight the importance of not only imposing disciplinary action but also verifying whether employees have actually withdrawn from the businesses in question.
¡á 48 Cases Remain Unresolved or Unclear
Problems were also identified in KEPCO¡¯s post-disciplinary management.
Of the 280 disciplinary cases, 92 involved employees who had resigned or been dismissed.
In 140 cases, the violations were considered resolved through measures such as disposing of power plants or ending involvement in the businesses.
However, among the remaining 188 cases, 48 cases, or 25.5%, had either not resolved the violations or had unclear resolution status.
The figure indicates that a substantial portion of disciplinary cases excluding resignations and dismissals remain unresolved or lack confirmation of resolution.
The findings suggest that if procedures for verifying whether violations have been resolved after disciplinary action do not function effectively, it may be difficult to prevent continued business involvement even after disciplinary measures are imposed.
¡á Lack of Clear Deadlines and Standards for Repeat Disciplinary Action
The lack of specificity in KEPCO¡¯s rules for repeat disciplinary action was also highlighted.
KEPCO¡¯s disciplinary standards stipulate that a new disciplinary reason may arise if an employee fails to resolve the violation after disciplinary action without a ¡°justifiable reason.¡±
However, the standards do not clearly specify how long employees have to resolve the violation or what circumstances qualify as a justifiable reason for delay.
This has raised calls for a management system that verifies whether employees have actually sold their businesses or ended their involvement, rather than relying solely on promises to do so.
¡á Rep. Eo Gi-gu: ¡°Follow-Up Management Must Be Strengthened¡±
Rep. Eo Gi-gu emphasized the need to improve the effectiveness of post-disciplinary management regarding KEPCO employees¡¯ concurrent solar businesses.
¡°If an employee continued operating the same solar business even after receiving disciplinary action, it means that management after punishment did not function properly,¡± Rep. Eo said.
¡°How can KEPCO claim to have eradicated misconduct through its ¡®one-strike-out¡¯ policy when it has not even confirmed whether employees have withdrawn from the businesses in question?¡± he added.
He continued, ¡°KEPCO must first clarify the deadline for resolving violations and the standards for determining justifiable reasons for delays.¡±
¡°Rather than stopping at promises to sell the business or end involvement, KEPCO must also verify financial and profit-related relationships and impose strict repeat disciplinary action if violations continue without a justifiable reason,¡± he emphasized.
The issue of solar business conflicts of interest at KEPCO has emerged as a key management challenge, with the effectiveness of post-disciplinary monitoring, confirmation of violation resolution, and procedures to prevent recurrence remaining important areas for improvement.
