[CTN/사회]가금현 기자= 평택해양경찰서가 개인별 면세통관 제도를 악용해 중국산 농산물을 수입신고 없이 매입·보관한 자영업자를 적발했다.

평택해양경찰서(서장 허경준)는 중국을 오가는 영세 소상인, 일명 ‘보따리상’으로부터 중국산 농산물을 매입해 수입신고 없이 개인 창고에 보관한 혐의(식품위생법 위반)로 자영업자 A씨(65세)를 적발하고, 조사 후 불구속 송치했다고 15일 밝혔다.

평택해경은 A씨가 시중 유통을 목적으로 개인 창고에 보관하던 중국산 서리태 등 약 5톤, 시가 약 2,000만 원 상당의 농산물을 증거물로 압수해 폐기했다.

해경 조사 결과, 평택에서 자영업을 하는 A씨는 올해 7월 초부터 8월 초까지 약 한 달간 평택·당진항을 통해 입국하는 보따리상들이 자가소비용으로 반입한 농산물을 일주일에 3~4차례 직접 수집·운반해 개인 창고에 보관한 것으로 드러났다.

이번 사건은 여행자 개인별 면세통관 허용량을 악용해 중국산 농산물을 유통 목적으로 불법 매입한 사례다.

이 같은 불법 유통행위는 국내 농산물 시장의 가격 질서를 교란하고, 농산물 유통업에 종사하는 영세상인들의 생존권은 물론 국민 먹거리 안전까지 위협할 수 있다는 지적이다.

현행 '여행자 및 승무원 휴대품 통관에 관한 고시'에 따르면 보따리상을 포함한 여행자·승무원 등이 반입할 수 있는 면세 농림·축·수산물의 총량은 40kg이다.

허경준 평택해양경찰서장은 "앞으로도 자가소비용 면세통관 제도를 악용하는 보따리상과 수집상들의 농림·축·수산물 불법 수입·판매 행위를 철저히 차단하겠다"며 "국내 농산물 시장 교란을 방지하고 국민 먹거리 안전을 수호하는 데 최선을 다하겠다"고 말했다.

The Pyeongtaek Coast Guard has uncovered a case involving the illegal purchase and storage of Chinese agricultural products without import declarations, exploiting the duty-free customs system for travelers.
The Pyeongtaek Coast Guard, headed by Chief Heo Kyung-jun, announced on the 15th that it had identified a 65-year-old self-employed man, referred to as A, for allegedly purchasing Chinese agricultural products from small-scale traders traveling between China and Korea, commonly known as “bottari-sang,” and storing them in a private warehouse without filing import declarations.
A was sent to the prosecution without detention following an investigation for alleged violations of the Food Sanitation Act.
The Coast Guard seized and disposed of approximately 5 tons of Chinese agricultural products, including black soybeans, worth approximately 20 million won, which had been stored in A’s private warehouse for the purpose of distribution in the domestic market.
According to the investigation, A, who operates a business in Pyeongtaek, personally collected and transported agricultural products brought into Korea by travelers for personal consumption through Pyeongtaek and Dangjin ports three to four times a week for approximately one month, from early July to early August this year.
The case involved the alleged misuse of individual duty-free allowances to illegally purchase Chinese agricultural products for distribution.
Authorities warned that such illegal distribution could disrupt domestic agricultural market prices, threaten the livelihoods of small-scale agricultural distributors, and undermine food safety.
Under the “Notice on Customs Clearance of Travelers’ and Crew Members’ Personal Belongings,” the total duty-free allowance for agricultural, forestry, livestock, and fishery products brought in by travelers and crew members, including bottari-sang, is 40 kilograms.
Chief Heo Kyung-jun said “We will continue to thoroughly block illegal imports and sales of agricultural, forestry, livestock, and fishery products by bottari-sang and collectors who abuse the duty-free customs system for personal consumption.”
He added that the Coast Guard would work to prevent disruption of the domestic agricultural market and protect the safety of food consumed by the public.
