훈련을 현장에서 참관한 보령 지역 농업인의 말처럼 비상시에도 농업용수원을 완벽히 지켜내기 위한 실전형 비상복구 훈련이 펼쳐졌다.

박재근 한국농어촌공사 충남지역본부장은 "이번 훈련은 저수지와 같은 대형 농업 기반시설이 피격을 입었을 때 국민의 생명과 재산을 보호하기 위한 위기 대응 및 응급복구 능력을 대폭 높이는 계기가 되었다"며, "앞으로도 관·군·경·소방 유관기관과의 긴밀한 실전 공조 체계를 통해 전시에도 국가 핵심 기반시설을 완벽히 수호하겠다"고 밝혔다.

한국농어촌공사 충남지역본부는 20일 충남 보령시 청천저수지 일원에서 충청남도, 보령시, 관할 군부대, 보령경찰서, 보령소방서 등 지역 통합방위 유관기관과 함께 ‘2026 을지연습 실제훈련(비상복구 훈련)’을 실시했다.

이날 훈련은 전시 적의 미사일과 군용 드론 공격으로 보령 지역 핵심 농업용수원인 청천저수지 제방 일부가 폭파되고 시설 파괴 및 현장 인명 피해가 발생한 복합 위기 상황을 가상해 단계별로 진행되었다.

훈련에는 충청남도, 보령시, 육군 관할 부대, 보령경찰서, 보령소방서, 민간 복구업체 등 관계자 200여 명이 참석했으며, 현장에는 소방차, 군 폭발물 탐지 장비, 군용 드론, 포크레인 및 덤프트럭 등 대형 중장비들이 대거 투입되어 실전과 같은 입체적 대응을 펼쳤다.

이번 훈련은 최근 다변화되는 비대칭 안보 위협 속에서 전시 국가 핵심 기반시설 파괴 시 민·관·군·경·소방의 즉각적인 현장 통합 대응 능력을 높이고 완벽한 공조 체계를 다지기 위해 마련되었다.

한편, 한국농어촌공사는 이번 훈련에서 도출된 공조 체계 보완점과 대응 절차를 비상대비계획 및 수자원 시설물 비상대처계획에 반영하여 비상대비 태세를 한층 강화해 나갈 방침이다.

"Seeing the government, military, police, and fire services cooperate organically to rapidly restore the site gives me immense peace of mind," said a local farmer in Boryeong who observed the drill.
As reflected in the resident's reaction, a realistic emergency recovery training was conducted to perfectly safeguard agricultural water sources even during crises.
Park Jae-geun, Head of the Chungnam Regional Headquarters at Korea Rural Community Corporation (KRC), stated, "This training served as an opportunity to significantly enhance our emergency response and recovery capabilities to protect people's lives and property when major agricultural infrastructure, such as reservoirs, suffers an attack. Moving forward, we will continue to defend critical national infrastructure even during wartime through close operational coordination with related agencies."
On the 20th, the KRC Chungnam Regional Headquarters announced that it conducted the '2026 Ulchi Exercise Actual Training (Emergency Recovery Training)' around Cheongcheon Reservoir in Boryeong, South Chungcheong Province, in collaboration with regional integrated defense agencies including South Chungcheong Province, Boryeong City, local military units, Boryeong Police Station, and Boryeong Fire Station.
The training simulated a complex crisis scenario where enemy missile and drone attacks caused partial destruction of the Cheongcheon Reservoir dam—a key agricultural water source in Boryeong—resulting in facility damage and casualties, executed step by step.
About 200 personnel from South Chungcheong Province, Boryeong City, local Army units, Boryeong Police, Boryeong Fire Station, and private recovery contractors participated. Fire trucks, military explosive detection equipment, military drones, excavators, and dump trucks were deployed to carry out dynamic, real-world simulations.
This exercise was organized to strengthen immediate, integrated field response capabilities and cement seamless coordination among civil, government, military, police, and fire agencies in the event of wartime destruction to critical national infrastructure amidst diversifying asymmetric security threats.
Meanwhile, KRC plans to reflect the coordination improvements and emergency protocols identified during this exercise into its emergency preparedness plans and water resource facility emergency action plans to further fortify its operational readiness.
