[CTN/사회]가금현 기자 = 충남 당진시의 대표적 명소인 삼선산수목원 인근의 한 사업장에서 비산먼지 발생 방지 조치를 이행하지 않은 채 배짱 영업을 이어오다 당진시 점검반에 적발됐다.

당진시는 즉시 사법기관 고발 조치에 착수했으며 강도 높은 행정 처분에 나설 방침이다.

적발된 사업장은 당진시 고대면 진관리 1315-5에 위치한 업체로, 비금속 물질 채취 및 광물 관련 사업과 연마제 제조업을 병행 운영하는 곳이다.

CTN신문사와 당진시출입기자단 취재에 따르면 당진시 관계자가 현장 점검을 실시, 해당 사업장은 야외에 거대한 산을 이루듯 쌓아 놓은 광물 및 원자재 야적물에 필수적인 방진덮개를 제대로 설치하지 않은 채 방치해온 것으로 드러났다.

실제 현장 확인 결과, 사업장 입구 전면부의 야적물은 일부 덮개가 바람에 벗겨진 채 방치되어 있었다.

특히 사업장 뒤편에 야적된 대규모 검은색 광물 산더미는 방진덮개가 전혀 설치되지 않아, 바람이 불 때마다 미세먼지와 비산먼지가 주변 지역으로 흩날릴 위험에 고스란히 노출돼 있었다.

당진시 관계자는 "전반적으로 현장을 검토한 결과 비산먼지 억제 조치 미비 등 법적 위반 사항이 확연히 나타났다"며 "돌풍 등 기상 요인을 감안하더라도 원위치 복구 조치를 하지 않고 후면부를 완전히 방치한 것은 분명한 위반"이라고 지적했다.

당진시는 해당 사업장에 대해 즉각 사법기관 고발 조치 절차에 착수했다. 시는 업체 측에 오는 8월 18일부터 19일까지 지적 사항에 대한 개선 및 조치계획서 제출을 요구한 상태다.

시는 조치계획서 수령과 함께 위반 사실 확인서를 확보하고, 오는 9월 중 피의자 신문조서를 작성하는 등 본격적인 수사 및 처벌 절차를 밟을 예정이다.

현행 대기환경보전법에 따르면 비산먼지 발생 사업 신고 후 억제시설을 설치하지 않거나 조치가 미흡할 경우, 형사고발과 함께 봉쇄·사용중지 등 엄중한 행정처분이 내려질 수 있다.

한편, 이번 적발 소식을 접한 지역 주민들은 분통을 터뜨리고 있다.

주민들은 "시민과 아이들이 자주 찾는 삼선산수목원 인근에서 대규모 검은 먼지가 날릴 수 있는 야적장이 방치되어 있었다는 사실에 충격을 받았다"며 "삼선산수목원은 당진이 자랑하는 관광지이자 지역 어린이들의 소중한 쉼터인 만큼, 불법을 자행한 업체에 대해 행정·사법기관의 철저한 수사와 함께 강도 높은 재발 방지 대책이 마련되어야 한다"고 목소리를 높였다.

[CTN / Society] By Reporter Geum-hyun Ga = A business facility located near Samseonsan Arboretum, a famous tourist site in Dangjin City, South Chungcheong Province, was caught by inspection teams for operating unlawfully without taking mandatory measures to prevent fugitive dust. Dangjin City announced plans to file formal charges with judicial authorities and enforce high-intensity administrative sanctions.
The non-compliant business, located at 1315-5 JinGwan-ri, Godae-myeon, Dangjin-si, operates non-metallic mineral extraction/processing alongside abrasive manufacturing.
According to officials from the Environment Division of Dangjin City who conducted the on-site inspection, the facility left massive outdoor stockpiles of raw materials and minerals completely exposed without standard dust protection covers.
Field inspections revealed that covers on the stockpiles at the front entrance were partially torn off by the wind and abandoned. Worse, a massive mountain of black mineral material stored at the rear of the site had no dust covers installed at all, posing a constant threat of fine particulate and fugitive dust blowing into surrounding areas whenever winds pick up.
A city official stated, "Our overall review of the site clearly identified violations of environmental laws, including insufficient fugitive dust suppression measures. Even considering weather variables like heavy gusts, leaving the rear stockpiles completely unattended without dynamic restoration is an unmistakable violation."
Dangjin City immediately initiated procedures to report the facility to law enforcement authorities. The city has mandated that the company submit an official correction and action plan between August 18 and August 19.
Upon receiving the action plan, the city plans to secure a formal statement of violation and complete suspect interrogation reports in September to proceed with criminal investigation and punishment. Under the Clean Air Conservation Act, businesses that fail to install or maintain required dust suppression equipment face severe criminal charges, as well as administrative measures such as site seals or operational suspension orders.
Local residents expressed deep outrage over the incident. "It is shocking that a massive black dust pile was left unattended right next to Samseonsan Arboretum, a place frequented by citizens and children," a resident remarked. "As Samseonsan Arboretum is a proud local landmark and a beloved sanctuary for children, administrative and judicial authorities must conduct a rigorous investigation and enforce strict prevention measures."
