[권익위/CTN]가요진 기자= 조소영 국민권익위 부위원장 겸 중앙행심위원장이 제도의 실효성을 강조하며 "행정심판을 청구하고 싶지만 법률 전문가의 도움을 받기 어려웠던 국민에게 이번 서비스가 실질적인 도움이 되기를 기대한다"라며 "앞으로도 국민의 관점에서 필요한 제도를 지속적으로 발굴하고 개선해 더욱 촘촘한 권익구제 서비스를 제공하겠다"라고 밝혔다. 국민권익위원회(위원장 정일연) 소속 중앙행정심판위원회는 취약계층의 권리구제를 강화하기 위해 행정심판 청구 전 전문 변호사 상담을 지원하는 서비스를 도입한다고 발표했다.
중앙행심위에 따르면 기존 국선대리인 제도는 행정심판 청구 이후에만 지원되어 청구 준비 단계에서 법률 조력을 받기 어려웠던 한계가 있었다.
이를 보완하기 위해 '온라인 행정심판' 누리집을 통해 사전 상담을 신청받고, 심사를 거쳐 선정된 취약계층에게 1대1 맞춤형 변호사 상담을 제공한다. 상담을 진행한 변호사는 향후 행정심판 청구 시 국선대리인으로 우선 선임되도록 연계될 예정이다.
이처럼 법률 지식이 부족한 취약계층이 행정처분에 맞서 초기 단계부터 전문가의 도움을 받도록 보완책을 마련하는 것은 국민 권익 보호를 위해 필요한 중앙부처의 제도적 보완 조치다.
