[법제처/CTN]가요진 기자= 원철 법제처장이 공모전의 의미와 향후 계획을 강조하며 "이번 공모전을 통해 법령데이터가 국민 생활과 산업 현장에서 실질적으로 활용될 수 있는 다양한 가능성을 확인했다"라며 "훌륭한 아이디어들이 리걸테크 산업을 발전시키고 국민의 생활을 더욱 편리하게 하는 방향으로 이어질 수 있도록 앞으로도 법령데이터의 개방을 지속적으로 확대하겠다"라고 밝혔다. 법제처(처장 조원철)는 '제2회 법령데이터 활용 아이디어 공모전' 시상식을 열고 최우수상 등 부문별 수상작을 발표했다.

법제처에 따르면 이번 공모전은 법령데이터와 인공지능(AI)을 활용한 혁신 서비스를 발굴하기 위해 마련됐으며, 총 221건의 아이디어가 접수됐다.

심사 결과 아이디어 기획 부문에서는 'Lawlife: 일정관리 앱 및 AI 연동 법령 안내 서비스'가, 제품 및 서비스 개발 부문에서는 '「돌쇠」: AI 기반 학교 사업계획 법령 적합성 검토 시스템'이 각각 최우수상으로 선정됐다. 법제처는 시상식 직후 간담회를 열고 법령데이터 활용 발전 방향에 대한 의견을 나눴다.

이처럼 공공 법령데이터를 민간에 개방하고 AI 기반 아이디어를 발굴하여 리걸테크 산업 육성과 국민 편의를 도모하려는 시도는 디지털 플랫폼 정부 구현을 위해 필요한 지자체 및 중앙부처의 행보다.

다만 일회성 공모전을 열어 몇몇 아이디어를 선정하고 시상식을 개최한 것을 마치 리걸테크 산업 전체를 크게 발전시킨 것처럼 대대적으로 홍보하는 것은 전형적인 생색내기식 보여주기 행정이라는 지적을 피하기 어렵다. 단순한 아이디어 수집이나 수사적 데이터 개방 약속에 머물 것이 아니라, 발굴된 우수 아이디어가 실제 민간 서비스로 상용화될 수 있도록 구체적인 데이터 인프라 지원과 실질적인 리걸테크 산업 규제 완화 등 현장에서 당장 체감할 수 있는 실리적 행정 성과가 우선되어야 할 것으로 보인다.

The Ministry of Government Legislation (Minister Won-chul Cho) held an awards ceremony for the '2nd Legal Data Utilization Idea Contest' and announced top winners.

According to the ministry, the contest was designed to discover innovative services utilizing legal data and artificial intelligence, receiving a total of 221 entries.

Through evaluations, 'Lawlife' won the top prize in the Idea Planning category, while 'Dolsoe,' an AI-based school plan legal compliance review system, won top honors in the Product Development category. The ministry also hosted a post-ceremony roundtable to discuss operational feedback and data access hurdles.

While opening public legal datasets to encourage private AI integration presents a plausible narrative for fostering legal tech industries, skepticism remains.

Critics point out that holding an annual awards ceremony and handing out certificates borders on administrative showmanship and excessive self-praise. Rather than relying on simple idea gathering or rhetorical promises of data opening, the ministry needs practical results, such as helping winners commercialize their ideas, removing regulatory hurdles, and improving raw API access.
