특히 이곳 면천면은 당진시의 대표적인 역사 문화 관광명소로 부상하고 있는 '면천읍성'이 자리 잡고 있으며, 최근 읍성 주변의 식당가들이 맛집으로 입소문을 타고 전국에서 수많은 관광객들의 발길이 이어지고 있는 지역이다.

이러한 상황에서 한라엔컴 당진사업소에서 뿜어져 나오는 콘크리트 비산먼지는 당진시의 소중한 관광지 이미지를 크게 실추시킬 뿐만 아니라, 지역을 찾은 관광객과 주민들의 인체 건강, 청정 자연환경에까지 악영향을 미치고 있어 대책 마련이 시급하다.

13일 지역 주민 등에 따르면 한라엔컴 당진사업소 일대는 원자재 이동 및 레미콘 차량 통행 과정에서 발생하는 골재·시멘트 가루와 비산먼지가 제대로 관리되지 않은 채 주변으로 대량 날리고 있다.

이로 인해 인근 마을 주민들은 "창문을 열어놓을 수 없을 정도로 먼지 피해가 심각하고, 농작물 피해와 호흡기 질환까지 우려된다"며 강력한 대책 마련을 촉구하고 나섰다.

관련 법상 비산먼지 발생 사업장은 방진벽 설치, 세륜·측면살수 시설 가동, 원자재 덮개 설치 등 엄격한 환경오염 방지 조치를 이행해야 함에도 불구하고, 한라엔컴 당진사업소의 환경 관리 실태는 여전히 사각지대에 놓여 있다는 지적이다.

주민 B씨는 "매일 반복되는 먼지 날림으로 기본적인 생활조차 힘들다"며 "지역의 자랑인 면천읍성과 맛집 거리를 찾는 외지 관광객들에게도 민망할 지경"이라고 분통을 터트리고 "업체의 배짱 경영과 미온적인 환경관리가 주민 고통과 환경 파괴, 지역 이미지 실추만 키우고 있다"고 지적했다.

이에 따라 당진시 등 지도·감독 기관은 더욱 철저하게 현장 점검과 실태 조사, 위반 사항에 대한 엄정한 행정조치로 문제를 바로잡아야 한다는 목소리가 높아가고 있다.

Myeoncheon-myeon is home to 'Myeoncheon Eupseong' (Myeoncheon Walled Town), which has rapidly emerged as a landmark historical and cultural tourist destination in Dangjin. Recently, local eateries surrounding the historic site have gained immense popularity as culinary hotspots across the nation, attracting a steady stream of tourists from all over the country.
Under these circumstances, the dense concrete fugitive dust spewing from Halla EnCom’s Dangjin plant not only severely tarnishes the valuable tourist image of Dangjin City, but also exerts negative impacts on the physical health of visiting tourists and residents, as well as the pristine natural ecosystem. Consequently, comprehensive countermeasures are urgently needed.
According to local residents on August 13, aggregate, cement powder, and fugitive dust generated during raw material transport and ready-mixed concrete truck traffic around the Halla EnCom Dangjin plant are scattering heavily into adjacent areas without proper environmental control measures.
As a result, villagers in adjacent communities have stepped forward to demand strong countermeasures, lamenting: "The dust pollution is so severe that we cannot even open our windows, and we are deeply worried about crop damage and respiratory illnesses." Furthermore, forests and roadsides surrounding the plant grounds are covered in a thick layer of white dust, accelerating environmental contamination.
Under relevant environmental laws, business operations generating fugitive dust are strictly required to implement pollution prevention facilities—including installing dust suppression walls, operating automatic wheel washing and side-sprinkling systems, and covering raw material stockpiles. However, critics point out that Halla EnCom's Dangjin plant remains situated in a blind spot regarding environmental management.
"Daily swirling dust makes basic everyday living extremely difficult," expressed Resident B in frustration. "It is truly embarrassing in front of tourists visiting our pride, Myeoncheon Eupseong, and the popular food streets. While local authorities and regulatory agencies have taken action, the company's reckless management and lax environmental compliance continue to aggravate resident suffering, environmental destruction, and regional reputation loss."
Accordingly, calls are mounting for supervisory authorities, including Dangjin City, to conduct more rigorous on-site inspections, thoroughly investigate actual conditions, and enforce strict administrative measures to rectify these ongoing environmental infractions.
