공천은 유권자에게 "이 사람이라면 공직을 맡길 수 있다"는 정치적 보증이다. 그래서 공천은 정당의 얼굴이고, 공천관리위원회는 그 보증에 대한 최종 책임을 지는 기관이다.

그러나 시민들이 던지는 질문은 따로 있다.
