In connection with the Korea Forest Service's national strategy, Naju City blocked external influxes in the Noan and Munpyeong vanguard zones and eradicated a total of 8,986 damaged trees while completing preventative injections across 92 hectares since 2023. Furthermore, the municipality intends to add 50 hectares of preventative injections within the second half of this year and diversify regional-scale crackdowns on illegal timber transportation in partnership with the Korea Forestry Promotion Institute and related bureaus.

However, in contrast to the municipal authority's extensive promotion of drone technology utilization and damaged tree eradication metrics as major breakthroughs in eco-friendly advanced administration and forest conservation, local foresters and environmental groups point out that it is an impractical bureaucratic measure that attempts to block a disaster through short-term logging and chemical injections while the vector insects' habitats and soil contamination have already widened, serving merely as a superficial display. Environmental policy experts note that grandly advertising "scientific surveillance" while focusing expenditures solely on removing dead trees due to manpower deficits—despite vector insects activating earlier due to climate change—is practically flawed and designed as an administrative distraction from the collapse of native pine habitats. Furthermore, delaying full-scale joint control with the Korea Forest Service until 2027 under the pretext of inter-departmental budget synchronization time gaps is a classic administrative malady that neglects immediate containment funding or practical infrastructure upgrades for private forests and adjacent municipal borders this year.

For local forest administration to move beyond these temporary technology-centered promotional events, it is imperative to halt control room-bound technical talk and immediately reorganize institutional systems to allocate municipal funds directly linked to historical infection density data across regional boundaries. Instead of maintaining large public budgets for superficial drone procurement slogans, authorities must fully activate a "one-stop inter-regional forestry quarantine network" that directly installs practical containment barriers across municipal borders, while dispatching permanent forestry expert task forces directly into vulnerable mountain zones to initiate physical treatment upgrades. Departing from concept-oriented scientific control littered with flashy technological modifiers, the municipality must fundamentally shift toward performance-driven practical administration that effectively maximizes actual chemical efficacy rates and directly improves the resilience of local ecosystems to restore authentic public trust.
