박 후보는 (사)한국재가장기요양기관협회 충남지부와 전격 간담회를 개최하고 초고령사회를 대비한 천안시 노인장기요양 정책 방향과 복지 현장의 해묵은 애로사항을 가감 없이 청취했다고 21일 밝혔다. 이번 간담회는 한기협 측이 선제적으로 제안한 ‘어르신과 가족이 행복한 천안형 장기요양 안심도시 조성’을 위한 3대 주요 정책 과제를 테이블 위에 올려놓고 실효성 있는 대안을 도출하기 위해 집중적으로 진행됐다.

이 자리에서 한기협 측은 시장의 과당 경쟁을 원천 방지하고 돌봄 서비스의 급격한 품질 저하를 막기 위한 요양원 및 주·야간보호센터 총량제 실시를 강력히 건의했다. 아울러 요양시설 종사자들의 고질적인 저임금 구조와 이로 인한 높은 이직률 문제를 치유하기 위해 장기요양시설 종사자 대상 동일한 수당 지급 체계 마련을 촉구했다. 나아가 민간 부문의 축적된 전문성을 공공 행정에 수혈하고 실질적인 수요자 데이터를 정책에 반영하기 위한 천안시 노인정책 관련 민관 거버넌스 참여 확대 등 민생 중심의 과제들을 대거 제시했다.

이어 예산과 행정의 한계를 뛰어넘기 위한 단계별 로드맵도 구체화했다. 박 후보는 "각 단체와 현장 전문가가 직접 참여하는 상설 협의체를 구성해 실무적인 운영방식을 건의하면 70만 천안시민들이 어떠한 복지 공백이나 불편도 겪지 않도록 이를 단기, 중기, 장기 정책으로 정밀하게 계획해 확실하게 실행할 방침"이라고 힘주어 말했다.
