[수원/CTN]김지우 기자= 영통구보건소 관계자가 4일 합동 방제 직후 "시민들이 자주 찾는 공원과 하천에서 해충으로 불편을 겪지 않도록 방역 인력을 집중적으로 투입하겠다"라며 "해충 발생 지역을 지속해서 점검하고 선제적인 방제를 이어가겠다"라고 밝혔다. 수원시 영통구보건소는 장마철 이후 신동수변공원과 원천리천 일대에서 깔따구와 날파리 등 해충으로 인한 시민 불편이 이어지자 4일 합동 방제를 진행했다고 발표했다.

영통구보건소와 동 방역소독원 등 14명은 하천 가장자리와 수초 지대, 수문 등 유충 서식처를 중심으로 유충 구제 작업을 실시했다. 아울러 시민들이 이용하는 산책로와 가로등 주변, 수풀 지대에서는 성충 방제를 병행하며 방역망을 구축했다.

보건소 측은 공원 및 하천 관리 부서의 제초 작업 일정에 맞춰 해충의 주요 은신처를 정비하고 방제 효과를 극대화할 계획이다. 넓은 구간에 방역 인력을 동시에 투입해 해충의 이동을 차단하고 8월 25일 추가 합동 방제를 진행하는 등 기상 상황과 해충 발생 추이에 따라 하천변 방제를 지속하겠다는 방침이다.

이처럼 주민들의 민원이 다수 접수되는 하천변과 산책로에 방역 인력을 투입해 유충과 성충을 동시에 exterminate하고 추가 방제 계획을 밝히는 것은 주민 불편을 해소하고 행정 대응력을 보여주는 조치로 평가된다.

다만 장마철 이후 해충 창궐이 충분히 예견되었음에도 시민들의 민원과 불편이 폭주한 뒤에야 14명의 인력을 동원해 하루짜리 방제 작업을 벌이고 홍보하는 것은 사후약방문식 생색내기 행정이라는 비판을 피하기 어렵다. 일회성 인력 투입이나 생색내기식 일회성 이벤트에 그치지 않으려면, 해충 발생 지점을 상시 모니터링하고 제초 작업과 연계한 주기적 친환경 방제 체계를 구축하는 등 지속 가능한 대응 대안이 마련되어야 할 것으로 보인다.
