[평택/CTN]김지우 기자= 최원용 평택시장이 20일 출생 미등록 이주아동의 기본권 보장을 위한 업무협약을 체결하며 "이번 협약은 출생 미등록 여부와 관계없이 모든 아동이 기본적인 권리를 보장받을 수 있도록 지역사회가 함께 힘을 모았다는 데 의미가 있다"라며 "앞으로도 관계기관과 긴밀히 협력하여 아동의 건강권과 복지 증진을 위해 최선을 다하겠다"라고 밝혔다. 평택시는 JB우리캐피탈, 유니세프 한국위원회, (사)평택외국인복지센터와 손잡고 '프로젝트 169' 추진을 위한 4자 협약을 맺었다고 발표했다.
'프로젝트 169'는 2030년까지 모두에게 법적 지위를 부여한다는 유엔 지속가능발전목표(SDGs)에 기반한 사업이다. 이번 협약으로 JB우리캐피탈이 지원한 후원금 5000만 원을 활용해 출생신고가 되지 않은 이주아동에게 1인당 최대 1000만 원의 의료비를 지원한다. 평택시는 행정 지원을 맡고, 유니세프 한국위원회는 사업 총괄을, (사)평택외국인복지센터는 대상자 발굴과 사례관리를 담당하는 공조 체계를 구축했다.
이번 사업은 제도적 사각지대에 놓여 치료받지 못하던 미등록 이주아동의 건강권과 생존권을 지역사회가 직접 보호한다는 점에서 긍정적인 평가를 받는다.
다만 민간 기업의 일회성 후원금에 의존하는 구조로는 계속해서 늘어나는 이주아동의 의료 수요를 장기적으로 감당하기에 한계가 명확하다. 한정된 재원이 소진된 이후에도 실질적인 지원이 끊기지 않으려면, 지자체 차원의 공적 구제 재원을 확보하고 보편적 출생등록제 도입을 위한 법제도 개선을 중앙정부에 지속적으로 건의하는 등 근본적인 제도적 대안 마련이 병행되어야 할 것으로 보인다.
