[경주/CTN]이수현 기자= 최혁준 경주시 부시장이 21일 베트남 닌빈성 대표단을 맞이한 환영 오찬 자리에서 "세계유산도시인 경주와 닌빈성은 문화유산 보존과 활용이라는 공통의 가치를 지닌 도시"라며 "이번 방문이 세계유산 보존과 관리 방안을 공유하고 양 도시 간 교류 확대의 계기가 되길 기대한다"라고 말했다. 경주는 지난 21일 쩐 송 뚱(Tran Song Tùng) 베트남 닌빈성 인민위원회 상임부위원장을 비롯한 대표단을 초청해 세계유산 보존 및 활용, 문화관광 분야 교류협력 확대를 위한 간담회를 개최했다고 밝혔다.

이번 닌빈성 대표단의 경주 방문은 부산에서 열린 '제48차 유네스코 세계유산위원회' 참석을 계기로 이뤄졌다. 대표단은 공식 위원회 일정을 마친 직후 대한민국 대표 역사문화도시인 경주를 직접 찾았다. 양 도시는 지난해 상호 대표단 방문을 계기로 교류를 시작했으며, 모두 유네스코 세계유산을 보유한 역사문화도시라는 깊은 공통점을 바탕으로 보존과 관광 분야에서 협력 관계를 지속해서 이어오고 있다.

이날 간담회에는 최혁준 부시장과 박광호 경주시의회 문화도시위원장, 닌빈성 대표단 주요 인사들이 참석해 양 도시의 실질적인 협력 방안을 다각도로 논의했다. 경주시는 대한민국에서 가장 많은 유네스코 세계유산을 보유한 도시이자 세계유산도시기구 아시아·태평양지역 사무처(OWHC-AP) 본부도시로서, 그동안 쌓아온 세계유산 관리 및 정책 노하우를 소개했다. 이에 쩐 송 뚱 상임부위원장 역시 "경주와 닌빈성은 세계유산이라는 소중한 자산을 공유하고 있다"라며 문화·관광 분야에서의 실질적 동반 성장에 대한 기대감을 표했다.

한편 닌빈성은 지난해 베트남 행정구역 개편을 통해 남딘성, 하남성과 통합해 새롭게 출범한 지역으로, 유네스코 세계유산인 '짱안 경관 단지(Tràng An Landscape Complex)'를 품고 있는 베트남의 핵심 문화관광 거점이다. 경주는 이번 간담회를 발판 삼아 아시아 지역 내 세계유산 도시들과의 네트워크를 더욱 견고히 다져나갈 방침이다.

이처럼 세계유산을 매개로 해외 교류 도시와의 네트워크를 확대하고 우수한 보존 관리 정책을 공유하는 것은 경주시의 국제적 위상을 높이는 데 긍정적인 평가를 받는다.

다만 상호 방문이나 오찬 간담회 수준의 일회성 친선 교류에 그칠 경우, 지역 주민이나 관광객이 체감할 수 있는 실질적인 경제·문화적 파급효과를 거두기 어렵다는 지적도 나온다. 양 도시의 협력이 형식적인 외교 수사에 머물지 않으려면 상호 관광객 유치를 위한 공동 마케팅이나 민간 문화예술 교류, 유산 보존 기술 교류 프로그램 등 상생할 수 있는 실질적 프로젝트 대안이 구체화되어야 할 것으로 보인다.

Vice Chairman Tran Song Tùng expressed high expectations for mutual growth through tangible cooperation in tourism and heritage preservation.

Ninh Binh Province, home to the UNESCO World Heritage Tràng An Landscape Complex, is a premier cultural tourism hub in Vietnam. Gyeongju plans to leverage this meeting to solidify its network among Asia-Pacific heritage cities.

While broadening international networks through shared heritage is evaluated positively for boosting Gyeongju's global stature, critics point out that protocol-driven luncheons alone yield limited tangible economic or cultural benefits for local residents.

For this partnership to deliver lasting results rather than remaining symbolic diplomatic rhetoric, both cities must establish concrete policy alternatives, such as joint tourism marketing, private-sector cultural exchanges, and practical heritage preservation technology transfers.
