Accordingly, Yeongcheon City should not be satisfied with presenting a superficial tally of how many people were counseled, but should urgently promote practical regulatory guideline amendments, such as establishing a strict judicial response guideline where the local government head directly files criminal charges during malicious complaints and passing ordinances to protect civil service personnel.
