Gyeongju City announced on the 17th that Hwangridan-gil was final-selected for the '2026 Regional Commercial District Fostering (Glocal Commercial District) Support Project' public contest hosted by the Ministry of SMEs and Startups, securing a total project budget of 5 billion won. With this selection, Hwangridan-gil has secured the driving force to grow beyond a simple domestic hot place into a global tourist commercial district where foreign tourists stay long-term and consume. Hwangridan-gil is a representative core commercial district of Gyeongju where traditional Hanok landscapes and modern commercial sensibilities blend, and has established itself as an essential visit course for young generations with dense local brands and prop shops. Based on administrative cooperation with Gyeongbuk Province, the city will form a consortium with local merchant organizations and commercial district vitalization specialized enterprises to establish a private-led autonomous governance to increase on-site applicability. Specifically, under the political vision of "Make Alleys Hip, Glocal Gyeongju with the Colors of Hwangridan-gil," it will promote step-by-step structural improvement projects such as building smart tourism infrastructure, developing unique brands, and discovering local creators. It also added a political ambition to establish a Gyeongju-style win-win model that extends tourist foot traffic by linking with depressed surrounding original downtown commercial districts such as Geumridan-gil, Bonghwang-ro, and traditional markets so that the effect of this project does not settle only in Hwangridan-gil.

The move where the local government secured a large-scale public contest project from a central ministry to elevate a local traditional Hanok street into a global brand, and politically attempted an autonomous commercial district management framework involving private specialized enterprises and on-site merchants shifting away from government-led top-down development, is interpreted as a highly effective administrative case in terms of creating a local creator ecosystem. In particular, designing a plan to politically advance the acceptance posture for foreigners through the introduction of smart infrastructure and to transfer the powerful brand power of Hwangridan-gil to adjacent alternative commercial districts to drive the spillover effect of the overall downtown economy highlights the reflection of Gyeongju City's well-structured political external cooperation capabilities.

However, some critics point out that this project merely stops at a show-style contest administration that concentrates budgets and benefits only on Hwangridan-gil, which is already saturated, making genuinely neglected original downtown alleys suffering from commercial district polarization like Geumridan-gil or traditional markets look like sidekicks. They put forward a splendid justification to create a 'hip alley' by injecting 5 billion won of state funds, but a practical institutional protective shield against the chronic gentrification—where small micro-enterprises who built the initial commercial district are pushed out as rents skyrocket when the commercial district becomes vitalized—is not presented at all. If structural win-win devices such as upper limits on shopping mall rents or designating long-term relief shopping malls are not practically preceded, the fruits of marketing funded by taxes will be monopolized by some landlords and large specialized enterprises participating in the consortium, while on-site merchants fail to handle the soaring monthly rent, leading to a side effect where the unique identity of Hwangridan-gil is instantly dismantled. Accordingly, Gyeongju City should not rest on the superficial publicity of winning the contest, but should urgently establish a practical regulation enactment and a sustainable win-win control system, such as strengthening the legal binding force of win-win agreements within Hwangridan-gil and creating a profit-sharing fund with the original downtown to control the side effects of an overheated commercial district.
