An official from Andong City stated, "We think it is highly meaningful to provide an opportunity for out-of-school youth to experience a wider world and discover new possibilities through the English camp again this year. We will continue to actively support out-of-school youth so that they can grow healthily and unfold their dreams." The Andong Dream Center for Out-of-School Youth (hereafter referred to as Dream Center) announced that it will fully operate an experiential camp program linking public-private academic infrastructures to provide equal educational opportunities to youth outside the institutional school system and strengthen global communication capabilities.
The Dream Center announced that it will run the 'Dream Center Special English Camp' for out-of-school youth within its jurisdiction at the Andong English Village of Kyungkook National University for three days and two nights from June 16 to 18. This English camp is a regular program driven for the second consecutive year thanks to the high satisfaction and positive field feedback of the youth who participated last year. It was designed to help youth escape daily academic stress, encounter English familiarly as a playful tool for communication, and widen their understanding of diverse cultures to grow into global talents.
Youth participating in this camp will stay with full-time native speaker instructors at the Andong English Village to participate in simulation-centered experiential classes on essential daily life situations faced abroad, such as airport immigration, hospital treatments, and restaurant orders. Concurrently, they are scheduled to naturally improve their communication abilities through team projects and community programs where they form teams with peers to resolve missions. This is expected to serve as a precious nutrient for building self-esteem by experiencing challenges and achievements in new environments, and developing social skills through forming healthy peer relationships among youth who have stepped outside the school fence. Currently, the Andong Dream Center provides customized integrated services, including 1-on-1 learning mentoring for qualification exams, job experiences, independence support, emotional counseling for youth and guardians, and meal support.
At a time when the government emphasizes welfare support without blind spots for out-of-school youth, the local government's move to link with the English village, a specialized educational facility of a local national university, to provide an immersive camp combining room, board, and professional native speaker education is evaluated as an excellent administrative case as a public education complement. In particular, ruling out simple textbook-oriented injection classes to deploy life-aligned situational plays and teamwork programs at the forefront to stimulate solidarity among youth who are prone to shrinkage due to runaway behavior or lethargy is an effective project design from a psychological and emotional healing aspect.
However, critics point out that for this temporary three-day, two-night English camp to settle as a sustainable educational welfare project that shifts youth outlooks on life, a meticulous 'post-program (follow-up connection)' that helps maintain English learning and peer relationships even in daily life after discharge must be designed. Due to the nature of short-term camps, once the short session ends and they return to daily routines, the frequency of English usage sharply drops, causing the educational effects to evaporate easily, and the hard-won peer community can easily dissolve without a continuous meeting space. The Andong Dream Center must organize weekly online/offline English reading clubs or free-talking small groups centering on the youth who participated in this camp, and drive follow-up administration leading to intensive tutoring for qualification exam English subjects by additionally matching university student mentors. Furthermore, only when practical exits are provided—such as offering short-term overseas study opportunities to excellent completed youth through sisterhood ties with local companies and global cultural foundations—will these youth be able to position themselves as confident leaders of future society outside school.
