An official from Andong City stated, "We hope this refund event will serve as an opportunity to add vitality to traditional markets. We encourage many people to participate in this event, where they can purchase high-quality domestic seafood and receive refund benefits, to join forces in reviving the local economy." Andong City announced that it will hold the 'Marine Products Onnuri Gift Certificate Refund Event' supported by the Ministry of Oceans and Fisheries for five days from June 10 to 14 in traditional markets within its jurisdiction. This event was prepared to support consumers in purchasing high-quality domestic marine products at lower prices amid the growing household burden caused by early heatwaves and rising inflation.

The event will be held simultaneously at Jungang Shin Market, Gu Market, and Yongsang Market, which are major commercial areas in Andong. During the event period, consumers who purchase domestic marine products at participating stores in the respective markets can receive a refund of up to 20,000 won in Onnuri gift certificates depending on their daily purchase amount. The refund hours are from 9 a.m. to 5 p.m., and customers can visit the designated refund locations in each market—Jungang Shin Market (in front of Cafe Good Kitchen), Gu Market (Customer Support Center), and Yongsang Market (Central Square Customer Rest Area)—with receipts paid during the event period and their identification cards. The city plans to solidify a citizen-perceived virtuous cycle that leads to the expansion of related consumption, such as agricultural and livestock products and daily necessities, beyond just marine product consumption by inducing visits to traditional markets.

The local government's efforts to collaborate with a government ministry to provide direct discount benefits to citizens suffering from grocery inflation and plan a refund event that drives foot traffic back to stagnant traditional markets is evaluated as a highly timely administrative measure in terms of vitalizing the local grassroots economy. Especially since Andong has a high proportion of its civil economy centered around local specialties and traditional markets, it is a practical approach through which consumer stimulation effects can be rapidly projected onto the field.

However, critics point out that it is clearly limited for existing short-term incentives to prevent consumers from leaking back to large supermarkets or online shopping malls after such temporary seasonal refund events end. This is because analog inconveniences of the on-site reception method, such as standing in long lines to receive Onnuri gift certificates, the imbalance of benefits caused by information gaps among different age groups, and the limitations of short-term support restricted only to marine products, recur every time. To secure the sustainable self-reliance of traditional markets, moving beyond passive administration that relies on temporary refunds, establishing a permanent linked marketing platform infrastructure that introduces a real-time digital refund system linked with mobile apps and helps marine product purchases chain-expand into utilizing agricultural and livestock products and traditional market delivery services is cited as a future task to be resolved.
