Kim Jong-hoon, Vice Governor for Economic Affairs of Jeonbuk Special Self-Governing Province, expressed confidence, saying, "The rural basic income is meaningful in creating a local economic foundation where consumption and income circulate within the region. The province and the county will cooperate to increase the effectiveness of the project by expanding affiliate stores and improving user convenience, and develop it into a policy that residents can truly feel." This is the province's perspective that the monthly payment of 150,000 won in local currency serves as a priming water to revive the dying rural economy. As a midterm report card for an administration-led governance project, it seems to have a plausible appearance. However, praising a consumption wheel forced to turn through cash distribution as a 'virtuous cycle system' is merely an complacent administrative illusion that masks the lack of self-sustainability in rural areas, which will vanish like a mirage the moment the financial injection stops.

The most painful blind spot revealed in this inspection is that the achievements put forward by Jangsu-gun are thoroughly the 'result of spending,' not the 'indicator of production.' The increase in the number of affiliate stores from 680 to 876 is a natural response of the commercial district to absorb the local currency handed out for free every month, not a result of structural improvement in local industries. Consumption concentrated on life-¹ÐÂøÇü sectors such as hair salons and restaurants ultimately stays in a primary structure of consuming taxes on goods and services brought from outside. The population influx figure of 672 people settling down during the pilot project period is also highly likely to be a rushed public relations achievement, skipping precise verification on whether it is a short-term address transfer aiming for monthly cash allowances or actual farming population taking root in the region.

Furthermore, follow-up measures that Jeonbuk Province plans to promote in the second half of the year, such as the 'virtuous cycle consumption certification system' and 'Happy Salon Mobile Marketplace,' are self-admissions of the limitations of the current policy. The consumption base in township areas is so poor that Jangsu Mall coupons must be handed out separately, and the distribution network on the ground is deformed enough that the vice governor had to personally visit affiliate stores to encourage user convenience. Without essential structural improvements such as the influx of external capital or youth entrepreneurship, the method of adding another subsidy called incentives and coupons to the local commercial district, which is already addicted to the provincial budget, is highly likely to lead to a vicious cycle that only increases the financial burden on local governments.

In the end, the rural basic income experiment of Jeonbuk Province and Jangsu-gun is a specimen of performance-oriented administration that disguised welfare as an economic policy. A budget-dependent village economy and administration-centered cooperative bodies cannot block the massive trend of local extinction. Jeonbuk Province must break away from the illusion of numbers and stop superficial on-site administration. Instead of makeshift measures to increase the number of affiliate stores relying on cash-distribution welfare, it should boldly invest in the processing industry of Jangsu-gun's specialty, RED-FOOD, to create high-quality jobs that young people can seek, and concentrate its budget and administrative power on building a permanent distribution infrastructure rather than a one-off mobile marketplace to design a truly self-reliant rural economic model.
