Kim Min-jae, Vice Minister of the Ministry of the Interior and Safety, said, "Energy conservation is an important task that can simultaneously realize the alleviation of the burden on household living costs and sustainable consumption. In the future, we will continue to discover and actively promote life-¹ÐÂøÇü innovation services that citizens can truly experience in their daily lives." The Ministry of the Interior and Safety announced that it has selected and announced 'Energy Cashback,' 'Plus DR,' and 'Green Together' as this year's 'Energy Tech' innovation services to respond to the prolonged Middle East conflict's impact on international energy price volatility and to ease the household burden caused by the surging demand for cooling during summer. Instead of the government directly controlling utility rates or expanding financial subsidies, it appears to be an approach of taking existing programs operated scatteredly by the Korea Electric Power Corporation (KEPCO) and the Ministry of Land, Infrastructure and Transport and compiling them as a means of promotion.

The centerpiece of this announcement, KEPCO's 'Energy Cashback,' features a significant lowering of the benefit threshold until the billing for the second half of this year (July to December). The electricity reduction standard, which was previously 3%, has been eased to 1%, and the incentive has been strengthened by raising the refund unit price up to a maximum of 120 KRW per 1kWh. In addition, the plan includes expanding the 'Electric Vehicle Plus DR' service—which offers rate discounts when charging electric vehicles during hours of surplus power generation—focusing on areas concentrated with renewable energy generation such as the Jeolla, Gyeongsang, and Chungcheong regions. It also incorporates a specific project content to provide a monitoring environment where household energy consumption can be compared and analyzed against neighboring homes through the Ministry of Land, Infrastructure and Transport's 'Green Together' system.

However, behind the packaging of the government's integration of public infrastructure and platforms loudly exposed to the media as a core achievement of 'active administration' lies a complacent bureaucratic convenience attempting to pass the responsibility of the energy crisis onto individual households' conservation duties. The practice of some ministries holding short-term campaigns and promoting them as if they have fundamentally alleviated the burden of living costs on the public aligns with the historical pattern of performance-centered administration. The Ministry of the Interior and Safety also engaged in a massive 'Tech Challenge' branding mobilization using the 'Innovation 24' website and official SNS channels, but it is difficult to avoid criticism that this is closer to an administrative move to prove the efficiency of state administration by putting forward available department personnel and compiled service indexes.

In reality, the intrinsic problem confronted by frontline consumers and energy experts on-site is not individual households' "lack of conservation techniques," but rather the structuralized stagnation of living costs caused by the accumulated pressure of public utility rate hikes and high inflation trends. Although a desperate measure of a 1% electricity reduction was presented, this carries a high risk of packaging the shrinkage of the right to cooling for vulnerable groups during heatwaves as a statistical index. Furthermore, the 'Plus DR' that induces electric vehicle rate discounts faces limitations as its benefits are concentrated only in specific regions where charging infrastructure is skewed. At a time when household economic risks are constant across the board, focusing solely on primary index calculations such as the number of app downloads or cashback issuance counts by gathering at a situation room misses the mark of the competent authority's inherent duty, remaining a mere temporary fix.

The Ministry's current announcement keeps completely silent regarding the practical blind spots that will occur after the press release—such as the omission of public service applications among the elderly who lack internet accessibility, or the limitation of the actual living cost relief effect occurring after temporary events end. Except for the mere promotion of 'life-¹ÐÂøÇü innovation,' a specific institutional post-management guideline to ensure that energy-vulnerable groups can be guaranteed minimal housing safety amid midsummer heatwaves was not presented. The Ministry of the Interior and Safety must refrain from showing-off challenge competitions and listing annual promotional policies, and concentrate its capabilities first on substantializing a 'field-linked permanent public-private consultation body' where actual industrial sites and welfare experts can constantly inspect energy supply-demand imbalance issues to directly adjust practical support measures for vulnerable groups so that citizens can actually feel it.
