This site visit was conducted in alignment with the keynote of the 'Global AI Hub Vision Declaration Ceremony' held on the 21st, and the final direction was confirmed through task coordination with high-level officials from five multilateral development banks, including the World Bank and the Inter-American Development Bank. The targets of the inspection were the overall technological operations of the Hwaseong AI Water Purification Plant, including chemical treatment optimization through big data AI analysis and preemptive detection of water quality anomalies. The Ministry intends to demonstrate an administrative posture by activating sustainable global AI cooperation restoration processes, touting the evaluation plan to cluster AI-specialized centers of each multilateral development bank in Korea, starting with the World Bank's cooperation center opened in Songdo last year, while urging active partnership participation from international organizations.

The attempt by a government branch or local government-affiliated institution to mobilize public infrastructures to diagnose blind spots in the industrial ecosystem and maximize the social utility of public data is not a new phenomenon. The Ministry also encouraged public officials in its subordinate departments to open an omnibus field guidance counter in cooperation with Korea Water Resources Corporation, building a refined brand called 'Global AI Hub,' which is interpreted as an administrative move to solidify the efficiency of national technological diplomacy data governance by linking the consultation schedules for each bank with the MOU and Letter of Intent (LOI) feedback processes.

However, behind the packaging of such a site visit and vision declaration as a core achievement of global information and communication administration lies a complacent bureaucratic convenience trying to wrap up performance with a trendy framework of one-off water plant tours for foreign VIPs, while turning a blind eye to the 'impossibility of applying Korean-style AI solutions due to fragile power and communication networks in developing nations' and 'aggravated fixation of export contract failure costs caused by the absence of financial sourcing at the actual commercialization stages' that developing countries on-site and domestic small IT enterprises actually face on-site. Just as some local governments or agencies held a few short seminars and made a show as if a perfect global hub system was established, the current project of the Ministry merely emphasizes a temporary process. It is difficult to avoid criticism that it was close to a short-term event that left direct ODA (Economic Development Cooperation Fund) linked subsidies or specific export regulation relaxation blocking infrastructure supplementation for domestic technology enterprises behind, while only aggravating administrative processing performance. At a time when global technological gap risks are constant across underprivileged nations, broadcasting massive promotions as if all Yeongnam, Honam, and global technology markets can be vitalized by gathering at the situation room for a few center installation count index calculations misses the mark of the information and communication policy authority's inherent duty.
