[정치/CTN]가금현 기자= 김기재 더불어민주당 당진시장 후보가 기존 호수공원 추진 방식을 강하게 비판하며 '당진 생태호수공원' 조성 공약을 발표했다.
김 후보는 7일 기자회견을 통해 "국비와 도비를 최대한 확보해 시민 세금 부담은 줄이고, 공원의 가치와 안전성은 높인 생태호수공원을 시민과 함께 만들겠다"고 밝혔다.
이날 김 후보는 일부 언론에서 제기된 '호수공원 전면 재검토' 보도와 관련해 "사업 백지화나 전면 재검토를 언급한 적이 없다"며 "선거를 앞둔 시점에서 사실 왜곡은 매우 심각한 문제로, 해당 언론사에 정정보도를 요청했다"고 말했다.
이어 경쟁 후보인 오성환 후보의 호수공원 사업에 대해 "재정도, 안전도, 시민도 없는 3무(無) 호수공원"이라고 규정하며 문제점을 조목조목 지적했다.
김 후보 측에 따르면 당초 841억 원 규모였던 사업비는 감정평가 이후 1,121억 원으로 증가했고, 토지보상비 역시 332억 원에서 612억 원으로 급증했다.
토지보상이 완료되지 않은 상황이어서 추가 비용 증가 가능성도 남아 있다는 설명이다.
특히 민간 자금 투입으로 시민 세금을 절감했다는 주장에 대해서는 "기업들이 새롭게 투자한 자금이 아니라 개발사업 과정에서 이미 납부하기로 한 공공기여금"이라며 "원래 시민 전체를 위해 사용돼야 할 공공재원을 민간 투자처럼 포장한 것"이라고 비판했다.
또한 "1,000억 원이 넘는 대규모 사업임에도 국비와 도비 확보 실적이 전무하다"며 "환경부 생태복원사업, 산림청 지방정원사업, 국토부 생활SOC 사업 등 중앙정부 사업과 연계했다면 충분히 국가 재원을 확보할 수 있었다"고 주장했다.
안전성 문제도 제기됐다.
김 후보는 "지난해 집중호우로 시민 피해가 컸다"며 "호수공원이 단순 휴식 공간이 아니라 폭우 시 침수를 막는 치수 기능까지 갖춘 기후안전 인프라가 되어야 한다"고 강조했다.
이어 하수관로 확충과 빗물저류시설 설치 등 국고지원 사업과 연계할 경우 안전성과 재원 확보를 동시에 해결할 수 있다고 설명했다.
시민 의견 수렴 부족에 대한 지적도 이어졌다.
그는 "1,000억 원이 넘는 사업을 시민과 충분한 논의 없이 추진하는 것은 바람직하지 않다"며 "부모, 청소년, 어르신, 장애인, 상인, 문화예술인 등 다양한 시민의 의견이 설계 단계부터 반영돼야 한다"고 말했다.
김 후보는 대안으로 ▲국·도비 확보 중심의 재원 구조 ▲도심 침수 대응 기능을 갖춘 기후안전형 생태공원 ▲시민이 직접 참여하는 '생태호수공원 시민기획단' 운영 등 3대 구상을 제시했다.
아울러 시장 당선 즉시 시민기획단을 설치하고 사업 추진 과정과 재원 확보 현황을 단계별로 투명하게 공개하겠다고 약속했다.
김 후보는 "호수공원을 특정인의 치적 사업이 아니라 시민 모두의 공간으로 돌려드리겠다"며 "시민 세금 부담은 줄이고 안전과 가치, 지속가능성을 함께 담아낸 생태호수공원을 조성하겠다"고 강조했다.

Kim also strongly refuted claims that private investment had reduced taxpayer burden. He argued that the funds in question were not newly invested by corporations but were public contribution fees already scheduled to be paid to the city during development projects.
He further criticized the current administration for failing to secure any national or provincial funding for the project despite its massive budget exceeding 100 billion won.
“If the project had been designed as a comprehensive initiative combining ecological restoration, water quality improvement, urban flood prevention, and tourism infrastructure, substantial funding could have been secured from central government ministries including the Ministry of Environment and the Ministry of Land,” he said.
Kim also raised concerns over safety, emphasizing that the lake park should serve not only as a recreational space but also as climate-safety infrastructure capable of preventing urban flooding during heavy rainfall.
He added that linking the project with government-supported stormwater storage and sewage system expansion programs could simultaneously improve flood control capabilities and secure additional funding.
Pointing to insufficient public consultation, Kim stressed that citizens from all walks of life — including parents, youth, senior citizens, people with disabilities, merchants, and artists — should be involved in the planning stage.
As alternatives, Kim proposed three key directions for the “Dangjin Eco-Lake Park” project:
Securing national and provincial funding through linkage with central government projects;
Designing the park as climate-resilient infrastructure equipped with flood prevention functions;
Establishing a citizen planning committee that directly involves residents in the design process.
Kim pledged to transparently disclose project funding and progress step by step if elected.
