[CTN/정치]가금현 기자 = 병역판정검사 수검자는 크게 감소했지만 지방병무청·지청의 병역판정검사 관련 예산은 오히려 증가한 것으로 나타났다.

국민의힘 성일종 국회의원(3선·충남 서산·태안)은 병무청으로부터 제출받은 자료를 분석한 결과, 병역판정검사 수검자는 2017년 약 32만3,800명에서 2025년 22만2,425명으로 10만1,375명, 31.3% 감소했다고 밝혔다.

반면 같은 기간 전체 병역판정검사 사업 예산은 237억3,300만 원에서 218억1,200만 원으로 8.1% 감소하는 데 그친 것으로 나타났다.

특히 병무청 본청과 중앙병역판정검사소를 제외한 지방병무청·지청의 검사사업 예산은 2017년 40억9,000만 원에서 2025년 58억5,100만 원으로 17억6,100만 원 증가했다. 증가율은 43.1%에 달한다.

병무청 공식 자료에 따르면 2017년도 병역판정검사 대상자는 약 32만8천 명이었으며, 2025년도 검사 대상은 만 19세가 되는 2006년생과 연기자 등을 대상으로 실시됐다.

병역자원 감소가 지속되는 상황에서 검사 대상 규모 역시 과거보다 줄어드는 흐름을 보이고 있다.

지방병무청별 수검자 1인당 편성 예산에서도 상당한 차이가 나타났다.

2025년 서울지방병무청은 수검자 4만5,238명에 검사사업 예산 6억3,500만 원이 편성돼 수검자 1인당 약 1만4,037원의 예산이 편성됐다.

반면 경남지방병무청은 수검자 1만2,378명에 4억7,200만 원이 편성돼 수검자 1인당 약 3만8,132원으로 나타났다.

단순 수검자 수 대비 편성예산만 놓고 보면 경남지방병무청의 1인당 예산은 서울지방병무청의 약 2.7배 수준이다.

다만 지방청별 검사시설 규모와 인력, 검사 방식, 지역적 여건 등은 서로 다를 수 있어 단순한 1인당 예산 비교만으로 운영 효율성을 단정하기에는 한계가 있다는 점도 고려할 필요가 있다.

성일종 의원은 "병역자원의 지속적인 감소가 예상되는 만큼 검사 수요에 맞춰 예산과 시설 운영을 효율화해야 한다"고 밝혔다.

이어 "병무청은 지방청·지청의 검사 시설 운영 실태를 점검하고, 권역별 검사소 통폐합과 병역판정검사의 공공병원 위탁 등 다양한 개선 방안을 검토해야 할 시점"이라고 강조했다.

병역판정검사는 병역의무자의 신체등급 등을 판정하기 위한 국가의 중요한 행정 절차인 만큼, 검사 대상 인구 변화와 지역별 수요를 반영한 효율적인 시설·인력·예산 운영 방안을 마련할 필요성이 제기되고 있다.

한편 병무청은 2025년도 병역판정검사를 1월 13일부터 12월 17일까지 실시했으며, 검사 대상은 해당 연도 만 19세가 되는 사람과 병역판정검사를 연기 중인 사람 등이었다.

That represents a decrease of 101,375 people, or 31.3%.
During the same period, however, the total budget for the military service eligibility examination program declined only 8.1%, from approximately KRW 23.733 billion to KRW 21.812 billion.
More notably, the budget allocated to regional offices and branches of the Military Manpower Administration, excluding headquarters and the Central Military Manpower Administration Examination Center, increased from KRW 4.09 billion in 2017 to KRW 5.851 billion in 2025.
That represents an increase of 43.1%.
Official Military Manpower Administration data show that approximately 328,000 people were subject to military service eligibility examinations in 2017, while the 2025 examination program covered people turning 19 that year as well as certain individuals whose examinations had been postponed.
Significant Differences in Budget per Examinee
The data also showed substantial differences among regional offices in terms of budget allocated per examinee.
In 2025, the Seoul Regional Military Manpower Administration had 45,238 examinees and a budget of KRW 635 million for the examination program. This amounted to approximately KRW 14,037 per examinee.
By comparison, the Gyeongnam Regional Military Manpower Administration had 12,378 examinees and a budget of KRW 472 million, equivalent to approximately KRW 38,132 per examinee.
Based solely on the number of examinees and allocated budgets, the per-person budget in Gyeongnam was approximately 2.7 times that of Seoul.
However, regional offices may differ in facility size, staffing, examination methods, and local operating conditions. Therefore, a simple comparison of per-person budgets alone does not necessarily establish whether a particular office is operating efficiently.
Rep. Seong Il-jong Calls for Greater Efficiency
Rep. Seong Il-jong said that budget and facility operations should be made more efficient in line with examination demand, given the continuing decline in the available military manpower pool.
He also called on the Military Manpower Administration to review the operational conditions of examination facilities at regional offices and branches and to consider various improvement measures, including the consolidation of regional examination centers and the possibility of entrusting military service eligibility examinations to public hospitals.
Military service eligibility examinations are an important national administrative procedure for determining the physical fitness and military service status of individuals subject to conscription.
As the number of eligible examinees continues to change, the issue of how to efficiently allocate facilities, personnel, and budgets in accordance with regional demand is expected to remain an important policy consideration.
