[병무청/CTN]가요진 기자= 홍소영 병무청장은 "병역감면제도는 제도가 만들어진 당시의 취지를 존중하면서도, 변화된 사회와 병역환경에 부합하는지 살펴볼 필요가 있다"라며 "병역의 공정성을 기본으로 하되 사회적 포용과 대상자의 여건, 실제 병역이행 가능성까지 균형 있게 고려하는 것이 중요하다"라고 말했다.
홍 청장은 이어 "이번 토론회는 다양한 의견을 면밀히 검토하고 관계부처, 군, 국회 등과 충분히 협의해 합리적인 제도 운영방안을 신중하게 모색해 나가는 과정이다"라고 덧붙였다.
병무청은 한국국방연구원(KIDA)과 공동으로 9월 14일 서울 용산구 로카우스호텔에서 '고아·귀화자·북한이탈주민 출원병역감면제도 개선방안 정책토론회'를 열었다고 밝혔다.
이날 토론회는 인구구조 변화와 병역의 공정성에 대한 관심이 높아짐에 따라, 기존의 출원 병역감면 제도가 현재 병역 환경에 적합한지 검토하기 위해 마련됐다.
참석자들은 각 대상자가 처한 여건이 다른 만큼 일률적인 면제보다는 실제 병역이행 가능성과 정착 여건을 다각도로 고려한 개편 체계가 필요하다고 강조했다.
병무청은 토론회에서 제시된 전문가 의견과 연구 결과를 정책연구에 반영하고 국민 의견수렴을 거쳐 병역감면 제도의 종합적인 개편 방향을 정립할 계획이라고 밝혔다.
