평택시에 따르면 이번 교육은 국제정세와 안보 위기 상황에서 공직자들의 을지연습 이해도를 높이고 전시 임무를 숙지하기 위해 마련됐다.

교육은 안보 교육, 을지연습 개요 및 일정, 전시 대비 공무원 임무, 비상대비정보시스템 사용법 등 실무 내용으로 구성됐다. 시는 8월 18일부터 21일까지 3박 4일간 시청 및 유관기관 인원 400여 명이 참여하는 을지연습을 진행하며, 전시 직제 편성훈련과 국가중요시설 대테러 대응훈련, 민방공 대피훈련 등을 시행할 계획이라고 덧붙였다.

이처럼 국가 비상사태나 안보 위기에 대비해 공직자들을 대상으로 사전 직무교육을 진행하고 훈련 절차를 미리 점검하는 것은 행정력 유지와 비상 대응력 확보 차원에서 필요한 조치로 볼 수 있다.

다만 매년 정례적으로 실시되는 을지연습을 앞두고 공무원들을 강당에 모아 비상대비 시스템 교육을 진행한 것을 두고 완벽한 안보 태세를 구축한 것처럼 포장하며 생색을 내는 것은 전형적인 전시성 행정이라는 지적을 피하기 어렵다. 시청 내부 도상 연습이나 서류 위주의 정례 교육을 홍보하는 데 그칠 것이 아니라, 실제 대형 재난이나 국가 위기 발생 시 시민들이 현장에서 즉각 행동할 수 있는 주민 참여형 실전 대피 인프라 구축과 밀착형 안보 체험 대책이 우선되어야 할 것으로 보인다.
