보훈부에 따르면 이번 캠페인은 끝내 고국으로 돌아오지 못하고 해외에서 생을 마감한 독립유공자들에게 대한민국 명예여권을 제작해 존경을 전하고자 마련됐다.

명예여권은 실제 대한민국 여권을 모티브로 안중근, 이애라, 박영희 등 아직 국내로 모시지 못한 해외 안장 독립운동가 30인을 대상으로 제작됐다. 여권 내부에는 독립유공자의 인적 사항과 함께 독립신문, 태극기, 하얼빈역 등 역사적 기록과 장소가 디자인됐다. 제작된 여권은 지난 7월 18일 독립기념관에서 독립유공자 후손들에게 전달됐으며, 영상은 보훈부와 빙그레 공식 SNS, 방송 광고, 인천국제공항 및 국립서울현충원 미디어월을 통해 송출된다고 덧붙였다.

이처럼 기업과 협력해 독립운동가의 헌신을 감각적인 디지털 콘텐츠로 제작하고, 명예여권이라는 상징적 매개체를 통해 미래세대의 관심을 유도하는 것은 보훈 문화를 대중화한다는 측면에서 일정한 의미를 지닌다.

다만 정작 해외에 묻힌 독립운동가의 유해를 조국의 품으로 모셔 오는 본질적인 국해 외교 성과는 내지 못한 채, 종이 여권 형태의 기념품을 만들어 후손에게 전달하고 홍보 영상을 퍼뜨리는 것은 전형적인 생색내기용 행정이라는 비판을 피하기 어렵다. 보여주기식 영상 제작과 이벤트성 캠페인에 자금을 쏟아붓기보다는, 미봉환 독립유공자 유해 발굴 및 봉환 예산을 획기적으로 늘리고 해외에 거주하는 유족들의 생활 안정을 지원하는 실질적인 보훈 정책이 우선되어야 할 것으로 보인다.

Critics argue that distributing paper souvenirs while concrete diplomatic progress on repatriating physical remains remains stalled borders on administrative showmanship. Rather than spending resources on annual promotional videos, the government needs practical measures that substantially scale up budget allocations for repatriating remains from overseas and supporting surviving descendants abroad.
