[CTN/사회]기동취재팀= 충남 당진시 읍내동 일원에 진행 중인 '하수도정비 중점관리지역(당진배수분구) 도시침수예방사업' 현장이 부실한 현장 관리로 인해 하천을 토사로 물들이며 제2의 환경오염을 유발하고 있다는 지적이 거세게 일고 있다.

발주처인 당진시가 철저한 감독 행정을 펼치고 있음에도 불구하고, 현장 책임을 맡은 감리단의 안일한 태도와 시공사의 미온적인 대응이 원인으로 지목된다.

실제로 지난 16일, 문제의 하천 벽면 토사가 우기 시 하천으로 대량 유출될 수 있다는 우려가 제기되어 당진시에 대책 마련 요청이 접수되었다.

그러나 감리단은 이를 한 귀로 듣고 한 귀로 흘리는 등 무책임한 행태를 보여 현장 관리감독 의지를 사실상 상실했다는 비판을 받고 있다.

특히 하천 오염을 막기 위한 최소한의 안전장치인 '오탁방지막' 설치조차 이뤄지지 않은 것으로 확인됐다.

통상적으로 표준설계도면에 해당 시설이 누락되어 있더라도 책임감리 제도의 취지상 감리단이 현장 상황을 반영해 시공사에 추가 설치를 지시하는 것이 일반적이다.

그럼에도 해당 현장은 이를 철저히 무시한 채 공사를 강행하고 있다.

계속되는 장마와 비 소식에 지역 주민들의 불안감도 커지고 있다.

한 주민은 "비가 올 때마다 하천이 붉은 흙탕물로 변하고 있다"며 "아무런 대책 없이 공사를 강행하다가 하천 생태계가 완전히 파괴될까 걱정된다"고 분통을 터뜨렸다.

이에 대해 당진시 관계자는 "감리단과 시공사에 우기 대비 대책 수립을 엄중히 통보했으나 제대로 이행되지 않고 있는 것 같다"고 밝혀, 현장 통제권을 쥐고 있는 책임감리단의 도덕적 해이와 무능이 도마 위에 올랐다.

도시침수예방이라는 공익적 목적의 사업이 감리단의 관리 부실로 인해 오히려 환경을 파괴하는 주범으로 전락하고 있어, 당진시의 강력한 법적·행정적 제재 조치가 시급하다는 목소리가 높아지고 있다.

한편 문제의 당진배수분구 하수도정비사업은 S사가 책임감리사로 D건설이 시공사로 참여하고 있는 것으로 나타났다.

The Urban Flood Prevention Project in the sewage maintenance priority area (Dangjin Drainage Sub-basin) located in Eubnae-dong, Dangjin-si, is drawing severe criticism for causing secondary environmental pollution by washing soil into the nearby river due to poor site management.
Despite thorough administrative oversight by the ordering authority, Dangjin City, the complacent supervision of the responsible inspection team and the passive attitude of the contractor are being blamed for the situation.
On the 16th, concerns were raised to Dangjin City regarding soil along the riverbank washing into the river during the rainy season, prompting requests for preventive measures. However, the supervision team turned a blind eye to these alerts, sparking outrage over their irresponsible conduct.
Most notably, minimum protective measures such as silt protectors—essential for preventing river pollution—have not been installed. Typically, under a responsible supervision system, the supervision team is expected to incorporate such safety features based on field conditions even if omitted from standard design drawings. However, the supervision team at the Dangjin site has completely ignored this standard practice.
With continuous rain in the forecast, local residents are growing increasingly concerned. One resident voiced frustration, stating, "Whenever it rains, the river turns into a muddy mess. I'm worried the aquatic ecosystem will be destroyed if they keep pushing forward without any safety measures."
A Dangjin City official stated, "We have repeatedly notified the supervision team and contractor to address these issues and set up measures for the rainy season, but our directives are not being followed." This confirms that the negligence and incompetence of the responsible supervision team have reached a critical level.
While intended to protect the public from urban flooding, the project is instead causing environmental damage due to severe management failures. Urgent and strong administrative and legal action by Dangjin City is now strongly demanded.
